Councilman Scheckla should abstain from voting on the matter at hand; -i6't

TIGARD PLAN AREA
ADDENDUM
The Washinatcn County and City of Tigard planning departments jointly analyzed
growth trends and capacity in the Tigard-Metzger-Bull Mountain area.
Estimates contained in the joint staff report of November 3, 1977, provide
the basis for assessing the need for land to be included within the 1985
Immediate Urban Boundary (and interim boundary).

The City of Tigard proposes an interim boundary that would include approximately
2,450 acres of gross buildable vacant land in the Tigard-Metzger-Bull Mountain
area. However, this figure includes some land, especially in the more precise
area in question - the northeast slope of Bull Mountain, which has very steep
slopes. This figure also includes essentially all developed parcels of 1/2
acre or .larger (and some which are smaller) for which the plan and zone
designations would permit additional units. Many of these smaller parcels
may never in fact be redeveloped to their full capacity in the absence of
stringent urban containment policies to produce efficient infilling.
These partially developed and vacant parcels could house approximately 30,523
people when developed to full capacity. This figure is based on current plan
designations and the existing appropriate household sizes for different
kinds of housing units.
Housing needs in the area were estimated on the basis of C.R.A.G. 208 population
forecasts, which had been finely allocated according to traffic zones. The
1985 estimate for the Tigard-Metzger-Bull Mountain area is 33,962. Since existing
population is 22,453, this represents an increase of 11,509.
In terms of total housing needs, then, the proposed boundary would contain
less than 60% greater land than is necessary to house the expected population
of 1985.

In terms of incremental housing needs, the proposed boundary is more generous.
30,523 (Added Capacity) = 256%
11,509 (Added Need)
To view these figures in perspective, it should be realized that it is not yet
known what "excess" land will be necessary, in different sizes and availability,
to ensure that growth containment efforts accomplish their objectives without
unduly increasing housing costs. Furthermore, they are dependent on the accuracy
of the assumptions which went into their creation - e.g. , the population forecasts.
There is some evidence from the recent intensity of building activity, for example,
that the CRAG 208 forecasts may have underestimated demand for housing in the
Tigard area. Moreover, the actions of adjacent jurisdictions - such as Beaverton's
recent decisions to tighten approval of development permits on 900 lots - have
caused growth spillover effects on Tigard in recent months.

business showed no problem according to their records. However the Oregon State Bureau
showed Sherm McKelvey to have an arrest record for driving under the influence of
liquor on 2-19-75, and Hit and Run on 8-3-58. This subjects driving record reflected
a conviction of reckless driving on 2-19-75 by the same jurisdiction that had charged
him with the driving under the influence on that same date, so apparantly the original
charge of driving under the influence was reduced to reckless driving.

Gentlemen:
All of this budget talk and contract negotiation has
made me think of my own arrangement with you. I would be
satisfied with the same hourly charge for another year, but I
would like to ask you to consider one change in our agreement.
At the time I took the job, in 1975, we discussed particularly
the requirement of attendance at council meetings. We discussed
the fact that occasionally council meetings ran very late, but
it was thought by the members of the council, or at least hoped
by them, that meetings would not regularly run very much longer
than two hours each. We also discussed the fact that it had in
the past seemed possible for the city attorney to do other work
while the council meeting was going on. I agreed that I would
charge the regular rate for the time spent at council meetings,
but that I would only charge for the first two hours of the
meeting, and it was understood that items that required my
attention would be placed on the agenda early, where that was
convenient, and I would be more or less free to leave after the
first two hours of the meeting. In several ways our mutual
expectations, as I have tried to describe them here, have not
been fulfilled. My records and my memory both suggest that three
and a half hours is closer to the average meeting length than two
hours. Although I have occasionally left before the meeting
ended I think I have almost never left at the end of two hours.
Finally, though there are some stretches where I am not involved,
and particularly where I am not involved in a speaking role, it
wasn't very realistic to think that I could use the time for any-
thing else.
The change I want to suggest for the coming year is that
I propose to charge for all of the time spent at meetings, and not
just the first two hours.

I have talked with Doris about the 1978-1979 budget
allocation for legal services. The allocation for 1977-1978
was $18,500. I estimated for Doris that $21,000 would be safe
for 1978-1979, the increase being attributable to the litigation
we have pending. I would estimate that the increase in cost to
the city caused by the proposal I have made in this letter would
be in the area of $1,500, which would raise my estimate for the
1978-1979 fiscal year to $22,500.

DATE: March 13, 1978
The NPO #4 Plan has been forwarded to the City Council from the
Planning Commission with a recommendation for approval subject to
the following modifications:
1 . Conversion Unit #6 be enlarged to include the two houses
on 72nd Avenue located .directly north of the original boundary.
2. Policy #5 be reworded to state that the 50 foot wide vege-
tative buffer is a minimum requirement .
3. Policy #23 should be reworded to state that "convenience or
neighborhood centers should, therefore, be discouraged, "
rather than prohibited.
4. Policy #27, section B, the reference to 70th Avenue is in-
correct, and should read 69th Avenue.
5. On Figure 3, Step 1 , the proposed development of 70th and
Franklin should be deleted.
6. Wording be included in the Plan Text, Street Section , stating
that consideration will be given to extending 72nd Avenue
from Villa Ridge Drive to Pacific Highway in conjunction
with the improvement planning now being conducted for Pacific
Highway.
7. The map be amended to designate urban medium density adjacent
to Hal]. Blvd. where Residential-Commercial is now shown.
The attached figure 4 shows the projected traffic volumes for the
street system with 72nd Avenue remaining open as proposed by the
NPO. This is needed because Alternative 2 in the Plan Text does
not show 72nd connected between Pacific Highway and Highway 217.
The NPO #4 Plan Text, Map, and Planning Commission minutes were
distributed in last week's packet. If anyone has misplaced their
copies, contact me and I will provide more.

ibility of the City of Tigard assuming maintenance
responsibility and control of easements involved
with the storm drainage syste.a shown on the attach-
ed engineer's drawing. It is proposed to develop
a new storm sewer to serve new developia;;nt by
tyin- .into existing private systetas as shown.
All now developments connecting into the system
would include storm water retention sycstc,~us to
provide for any additional runoff created by
tike development of the properties. all new sec-
tions of the system will be designed to meet the
city engineer's requirements. It will be verified
by the city engineer that the existing sections,

The Engineering Dept. reports that the Greenburg Road Project has
progressed to. the point.where the storm 'drainage lines are in place
and the Bike Path will'be' installed as soon. as the ground dries.

The Library received the $3,000.00 grant funds. This time in cash.
TSM SIGNALS MEETING.
Planning reports a meeting on the Signalization of 99W with the
Dept. of Transportation. Report on progress to be forthcoming.

Richard Cettel and his wife added another male member to the Engin-
eering Staff. Congratulations.
SE19ER TELEVISION.
Ques Equipment to arrive Sunday next. Training Sessions to begin
Monday morning.
ANDERSON SELECTS TIGARD STAFF VS. WASHINGTON COUNTY.
The H.A. Anderson Co. , Industrial Contractors have selected Tigard ,
Planning and have decided to proceed with construction of a large
industrial complex off Scholls Ferry Road. Expect to employ 3000
persons within three years. Annexation proposal in the mill.
OFFICE TO TAKE ON IM1 LOOK.
A major re-organization of desks and persons will take place soon.
Equipment moved out of back office. . . .new space created for Howard.
Files to be moved and front desks to be re-shuffled.
FRIENDS OF MUSEUM.
Application for Historic Site Designation have been received and
transferred to the Friends for completion. A Museum Report will
be made to the Council soon.
