Attorney will keep Council advised as to developments.

employees and proposed salary schedule for 1978-79. Proposed salaries are based
on merit, cost of living, parity and cec,:paction with classified employees. City

Subject: Proposed Letter To Recommended Members Of Tax Base Committee
Attached for your consideration is a first draft of a proposed letter to go
out to those individuals recommended by members of the City Council and City
Staff to assis.t us in establishing a new tax base for the City.
Also attached is the combined list of individuals that have been recommended
for the Tax Base Committee. If you have any other names to add to the list,
please submit them as soon as possible.
It is also recommended that each of the letters sent out be an original.
April 19th is suggested as the date for the first information meeting because
we will know exactly what is in the City Budget by that time and it will allow us
time to prepare written information to hand out at the meeting.
Your comments and suggestions regarding the letter and our approach will
be appreciated.

Dear Ready:
On May 23, 1978 Tigard voters will consider establishing a new Tax Base
for the City. It is most important that the citizens of our Community
are well informed concerning this tax base proposal and that they are
aware of the services that will be provided by the new City Budget.
The City Council and City Staff realize that we alone cannot present all
of the necessary information to the voters. Those cit.ic.s that have
successfully established a new tax base have had the support and assistance
of numerous capable and hard-working individuals and groups.
Members of the City Council and City Staff have recommended that we request
your attendance at an important meeting, Wednesday, April 19th at 7:30 P.M.,
at the Charles F. Tigard Grade School Administration Offices to discuss the
details of the new City Budget and to consider the need for establishing a new
Tax Base for Tigard.
After the above meeting, if you are as convinced as we are that a new Tax
Base should be established, we would greatly appreciate your support and assistance
in getting this message out to our fellow taxpayers.
Your attendance at the April 19th meeting and any assistance you can give us
will be greatly appreciated.

COUNTY 'HEALTH.
The Washington County Health Department now has an office in
Tigard on 99W. Offices include health services, a health nurse,
and plumbing and building department inspectors.
BRIEN ELIGIBLE.
Building Inspector, Jim Brien has attained eligibility to take
the State Plumbing Inspector's Exam.
GAS MONEY.
The City has received its first check ($2,955.00) from Washington
County as our portion of the new Gas Tax Revenue. No indication of
what period was included in this payment to us was made.
RESEARCH ASSISTANT.
Don Vinzant has joined the City as Research Assistant to the Engineering
Department. Married, two children living in Hillsboro. Specific
duties include updating Tigard's Traffic Control System. Welcome
aboard, Don.
STADIUM MEETING.
A public meeting will be held April 13, 1978 at Tigard Senior High
School at 7:30 to discuss the question, "Do we really need a new
Coliseum/Stadium?" Interested persons are urged to attend.
BUDGET SESSIONS CONTINUE.
The next scheduled meeting of the Budget Committee will be on
April 119 1978 in the Charles F. Tigard, Administrative Board
Room.
GRANGE CONSIDERING.
Friends of the Museum have advised Staff that the local Grange is
considering the legal implications of allowing the Tigard home to be
moved onto Grange property. A decision should be reached soon.
EMPLOYEES PICNIC.
July 16, 1978 has been selected for thel'Tigard Staff/Council and
Friends Picnic:' Start planning now. Time: 2 p.m. until dark. We
will have a "pot-luck dinner" starting at 6 p.m. . Fun guaranteed.
PACIFIC HIGHWAY MEETING.
A luncheon meeting has been scheduled for Thursday, April 20th at the
Hi Hat Restaurant with the Department of Transportation to discuss the
proposed Pacific Highway Improvement Project. Officers of ODOT will
be present to discuss with Committee Members various aspects of this
Wortant project.
