2. AWARD OF CONTRACT FOR HCD STORM DRAINAGE AND PEDESTRIAN BIKEWAY -
Analysis of bids received made by Ken Meng of engineering firm Zarosinski
and Tatone.

All bids. based on 'hnit pricing" which may change the total cost of
the project due to changing costs of materials. HUD funds allocated for this
project total $123,029.00. Ken Meng recommended, if attorney approved
prequalifications and City receives extension of time, the
contract be awarded to Dale Sand & Gravel, completion time 120 days
(Schedule "A") and to Cornell Excavation work to be completed in
60 days from completion time of Schedule "A" (for Schedule "B").
Ken Meng recommended City apply for extension as project is to be
completed by November, 1977. Extension of time should be to
June 1, 1978.
Attorney Bailey stated he had reviewed prequalification statement
and they appear to meet requirements.
(b) General discussion concerning keeping within the financial bounds
of the HUD Grant. Inspection of the project to account for materials
charged to the City was of prime concern as the limited City staff
is unable to provide inspector services for unit pricing the contract.
Zarosinski and Tatone charge $15.50 per hour for an inspector.
(c) Details concerning the City's accountability to HUD were to be
determined by Legal Counsel, various scheduling problems were to
be reviewed, and a general report will be prepared for Council's
review within the thirty allowable days prior to awarding of the
contracts.
(d) Motion by Councilman Cook, seconded by Councilman Wakem to postpone
decisions until all questions have been answered in relation to
this project.
Approved by unanimous vote of Council.present.
3. AWARD OF CONTRACT FOR RECONDITIONING OF EXISTING STREETS.
(a) Schedule of '77-'78 Overlay Bids was presented. The following

Company in the amount of $39,775.00.
(b) Motion by Councilman Cook, seconded by Councilman Scheckla to accept
the low bid of Oregon Asphalt Paving Co., based on a unit price Of $18.50
for a total bid of $39,775.00.
Approved by unanimous vote of Council present.

4. NPO #5 AMENDMENT
Amendments were reviewed by Planning Director. Council will consider
after Public Hearing scheduled for October 10, 1977.
5. REVISION TO SIGN CODE FOR FREESTANDING SIGNS. Presentation by
Planning Director.
(a) General discussion concerning the revisions suggested by this
amendment to the Sign Ordinance. Sizes, set-backs, methods of construction
and other pertinent details were discussed.
(b) Several portions of the existing ordinance were deemed appropriate
for the inclusion in the new ordinance (i.e. _details regarding
submitting of an application). These changes and other language
modifications will be incorporated in the final draft of the
ordinance to be presented to Council following the Public Hearing
scheduled for October 10, 1977.
(c) Suedene Huffman, Chamber of Commerce Director and member of the Sign
Code Revision Committee, praised the efforts of local citizens and
urged acceptance of the document.
(d) Council discussed a procedure to notify existing sign owners of changes
in the code which would effect non-conforming signs. Council
concurred that one year notice be given.
(e) Public Hearing set for October 10, 1977 at 8:00 P.M.
6. MAP AND INVENTORY OF CITY OWNED PROPERTY. Brief presentation by
Plannin&.Director of list showing all city owned property as requested
by Mayor Bishop.
(a) Mayor suggested reports should be initiated and programs should be
carried out by Council in conjunction with the Park Board studies in the
following areas:
Greenways: Acquisition, development, program maintenance funding
and continued operation.
Parks: Acquisition, development of existing facilities, programs,
recreation department development within the community.
7. DISCUSSION REGARDING ORDINANCE AMENDMENT DUPLEX REQUIREMENTS FOR DUPLEX IN
SINGLE RESIDENCE ZONE. Presentation by Planning Director who explained
common wall concept for duplexes. Proposed ordinance would enable duplex to
have option of having title to land to be conveyed to two separate owners.
(a) This is a shift in housing philosophy to allow separate ownership in
a duplex rather than two renters, or an owner and a renter.
(b) Discussion centered on minimum lot area of 5,000 square feet per unit
and what happens if or ii'e of the complex is destroyed by fire.
Staff to amend prof, aed ordnance to allow for variation of 5,000
square foot lot rec, rerat.
(c) Public Hearing on this ordinance is scheduled for October 24, 1977.

8. LIBERTY PARK - Payment of bills in excess of revenue.
(a) Motion by Councilman Cook, seconded by Councilman Wakem to
transfer $552.27 from State Tax Street Contingency Fund to
Public Works 2.1.4 Park Division to pay the bill.
Motion passed by 3-0, Councilman Scheckla abstained from voting.
9. OTHER:
(a) DEQ Presentation to be on October 17, 1977.
(b) Tualatin Valley Project
Motion by Councilman Cook, seconded by Councilman Scheckla to appoint
Mr. Robert Waterman, St. of 10085 SW Century Oak Drive, Tigard, Oregon,
and Councilman Alan Mickelson to serve on the Tualatin Valley Project.
Approved by unanimous vote of Council present.
(c) Joint Council/Park Board Meeting
Meeting of Council and the Park Board will be held in November.
Topics to be discussed are itemized in Item 6 of Study Session
Minutes October 3, 1977 (above).
(d) Cook Park
Staff reported Cook Park will be closed to vehicle traffic as of
October 10, 1977.
(e) Audit Report from Coopers and Lybrand to be made at October 10, 1977
Council meeting.
(f) Staff reported League of Oregon Cities notified City concerning mod-
ification of pregnancy benefits under city health insurance program.
City to expect rate increase in December. Notification of changes
will be made at a later date. Staff will keep Council advised.
10. EXECUTIVE SESSION CONCERNING APPOINTMENT OF NEW CITY ADMINISTRATOR.
Council recessed at 9:35 pm; reconvened at 9:45 pm and by common consent of
the Council went into executive session under provisions of ORS 192.660 (a)
to discuss City Administrator applications and interview schedule.
Council members discussed evaluation by references and reported background
information regarding applicants previously selected. Council desired to
secure further information on some applicants.
Council concurred to start interview process and City Recorder was requested
to make arrangements for two candidates to be interviewed October 7th and
October 11th.
