(d) Brief discussion was presented by Mayor concerning the proposed
Crawford Annexation presently being reviewed by the Portland
Metropolitan Area Local Government Boundary Commission. Final
determination is anticipated at the next meeting of the Boundary
Commission scheduled for November 16, 1977.
Councilman Scheckla stated desire to rescind his vote of approval
regarding the Crawford request forwarded to the Boundary Commission and
will write letter to the commission regarding matter.
(e) Acting City Administrator summarized status of Street Overlay
Program and commented .that 243 tons of asphalt had been applied to
the designated streets.
Councilman Scheckla asked why street in the Charles F. Tigard area
had not received an overlay. The street in question is not owned by the
City.
(f) Staff to report further on status of street vacation of S .W. Bradbury Court
at future meeting.
(g) Acting City Administrator to give status report of City functions at
November 7, 1977 study session.

needs of its citizens. As a result, I became convinced the State
should share some of its surplus general revenue funds and championed
the cities' caase.

from the general fund to the lioucr f_�nd.
At t'_le last W r shington County : ublic Cf:.•icials meeting, there was sig-
rificart criticism of the vro-ram beca__se o-r the property; tax require-
ment (also amended into the bill b;; the days andI%;eans Committee) and
because of the source of the funds.
After listening to that criticism, I felt I was doing Washington
County city officials a favor by pointing out my perception of
what could happen.
If a review of city audits demonstrates to the next legislature
that a large amount of revenue sharing was used for rroperty fax
offsets -- I understand Eugene is the was
city to use the
funds in this manner -- those legislators who are against or
luke warm to the program will use that information to try to
kill the program.
While I would not want to "attach strings" to this program be-
cause I believe locally elected officials can best determine
local spending priorities, I do believe that cities have to main-
tain the confidence of the legislature.
The political realities are such that if there is an ovnortunitir
to grant property tax relief, the Legislature will do it directly
rather than pass on that kind of political credit to another arm
of govern-nent.
I'm sorry you interpreted my statement as being critical of
Hillsboro (news story in the Argus Oct. 6). Idy statement had
one goal: to alert you and your fellow mayors about the poten-
tial for future trouble with revenue sharing and to protect the
program as a continuing revenue scarce for cities.

Subject: Monthly Report
The contracts (Dale's Sand & Gravel Co. and Cornell Excavation Co.) for the Tigard
Street and Greenburg Road Bikeways have been prepared and are pending execution
by the bid awardees; the railroad right-of-way encroachment permit has been
submitted for approval; pole relocation on Greenburg Road has commenced and
undergrounding on Tigard Street is nearly complete; personal contact with property
owners along Grer-nburg Road has commenced, to advise them of the work and to
"unearth" their concerns regarding this project.
The asphaltic conrete overlays are progressing very well. It appears we may
be able to pave slightly more roadway than originally anticipated due to
conservative placement and a slight overestimate of quantity required for the
allocated dollars.
We have received nine applications, to date, for the advertized position for
aFTech II. Evaluation and interviews will commence within ten days.
Currently, we have thirty active public improvement (subdivision, sewer and
street) projects; twenty-two semi-active public improvement projects; three new
public improvement projects, being processed toward active construction stage;
eight new public improvement projects forming.
Also, we have commenced to compile plan and specification packets for two
(approved) B.O.R. projects, namely - Cook Park Addition, "playfield" and
"parking lot".

SUBJECT: Monthly Report, September 1977
1 . Administration:
a. she Librarian and Volunteer Claire Sheldon attended a
workshop on recruiting and training volunteers. It was con-
ducted by Phyllis Proppe, Volunteer Bureau of Portland, at the
Hillsboro Library on September 7.
b. On September 8 the Librarian participated in the CE-2
Job Fair at Tigard High School.
c. . The Library Board held its regular monthly meeting on
September 13. Minutes are attached.
d. On September 14 the Librarian attended an orientation
presented by Reading Is Fundamental (RIF) representatives from
Washington D.C. This is a program designed to place inexpensive
books into the hands of children to encourage them to read.
A report on this program was made at the Washington County
Cooperative Library System (WCCLS) network meeting. This Library
will consider the program for use during next summer.
e. The Librarian attended the WCCLS network meeting on
September 20. Of interest: The coordinator requested that
librarians project needs for the next five years in preparation
for new library levy vote in May 1978.
f. The Library Staff has begun implementing the proposed
circulation policy as it pertains to registration and imposing
of fines. The notice system will begin with books overdue in
September. The lifting of fines has produced some long overdue
books and is meeting with user appreciation. A Volunteer has
been working to clear the backlog of overdues with telephone
calls and cards. Books which cannot be retrieved are being
withdrawn from the collection.
g. On September 27 Arrow Heating began re-installing the
furnace in the store room and putting duct work throughout the
ceiling of the non-fiction room.
h. Work continues on revising and updating the card catalog.
The subject cards have been separated from the author and title
cards in the public non-fiction catalog.
i. A Letter of Intent requesting the 0^3000 mini grant from
the State was mailed before the 1 October deadline.
J. Effort is being made to convert the entry room into a
browsing area and information center. Already more and more
people are using the table and chairs in that area to sit and
read the newspapers and magazines. The bulletin board has also
been moved into the area, and it is planned to have more
pamphlet and services information available and visible.
2. Personnel:
a. TPL is now registered as a work station with RSVP (Retired
Senior Volunteer Program) and 1'iIN (a work incentive program
sponsored by the Oregon Employment Office) . One Volunteer from
RSVP worked 25 hours in September. One person from WIN was found
unsuitable for work in the Library because of education.

This is due in large part to one volunteer who worked 175 hours.

MINUTES LIBRARY BOARD, TIGARD OR September 13, 1977
Call to Order The regular meeting of the Tigard Library Board
& Roll Call: was called to order by Chairman Yvonne Burgess at
1 :30 P.M. September 13, 1977 at the Library.
Present: Yvonne Burgess, Betsy Chick, Jeri Cundiff,
Don Jacobs and Irene Ertell. Excused: Mary Slemons.
Reports: Minutes for. August 9 were approved.
The Librarian presented the monthly report for
August 1977.
Old Business: The Librarian presented a rough draft proposing a
new circulation system, requesting that it be tried
for at least four months before formally adopting
it. The draft was changed to provide: temporary
cards for all fisrt time applicants so that telephone
numbers and addresses can be checked; damaged or
lost materials must be paid for at retail cost
or replaced, otherwise user privileges are revoked.
Motion: Don Jacobs moved that the new circulation policy
be tried for four months. The motion was seconded
and passed.
The Board decided to contact Marian Wood and Deanna
Telfer as possible applicants for the two new
Board positions.
New Business: The Librarian presented a complaint lodged by a
a user involving a, paperback book in the Children' s
Collection. Complainant thou?ht that the book,
BLONDIE FROM A TO Z, McKay, 1943, was "outdated"
and likely to "bring out old prejudices."
Motion: Jeri Cundiff moved that the book be removed from
the Children's Collection. Motion was seconded
and passed.
The Librarian requested that a policy statement on
donations of materials and money to the Library
be formulated. The Board instructed the Librarian
to begin drafting a statement relating to donations.
The Chairman announced that according to the Municipal

Motion: Betsy Chick moved .that Yvonne Burgess be re-elected
to serve as chairman for 1977-78. The motion was
seconded and passed.
Jeri Cundiff presented a suggestion to the Librarian
to put a list of the new books received by the
Library in the newspapers regularly. The Librarian
stated that this has been done, but is difficult
to maintain because of staff workload. New efforts
will be made.
Announcements: The Librarian announced that there will be a meeting
of the Volunteers on September 20, at 7:00 P.M.
at the Library. Board members were invited to
attend.
Meeting adjourned at 2:40 P.M.

the original plan draft. The result should be a plan hav-
ing greater community acceptance. This plan will be ready
for public hearings in two to three months.
NPO #6: The majority of the initial NPO input has been completed,
and it is anticipated that this plan can go to hearing in
approximately two months.
NPO #7: The NPO has directed staff to draft the plan text, and a map
has already been adopted. The first public hearing is sched-
uled for the December 20 Planning Commission meeting. Hope-
fully this plan will be to the Council for hearing by Janu-
ary.
Growth Mana ement Plan
The staff work and series of citizen meetings have been
completed, and a joint City-County Planning Commission meeting is
scheduled for November 3. The Tigard Planning Commission will re-
view this work at their October 31 study session.
Public Facilities and Transportation Plan
The work has begun on this plan and is proceeding accord-
ing to schedule.

A. Homicide Investigation. Sgt. Branstetter and Det. Killion
attended an 8-hour seminar on homicide investigation Sept. 30, in Hood
River.
B. Crime Prevention Association of Oregon. Lt. Rea and Officer
Martin attended an 8-hour workshop in Coos Bay on Sept. 16; topic was
crime prevention.
C. Crime Prevention and City Planning. Lt. Rea and Sgt. Wheeler
attended an 8-hour workshop at Portland State on Sept. 23. Crime
prevention and city planning were topics discussed.
P. Juvenile Officers IJorkshop. On the 22nd and 23rd of Septe -:ber
Officer Martin attended a 2-day Juvenile Officers Workshop in ^end at the
Inn of the Seventh Mountain.
E. Identi-Kit School. A 2-day school was held to learn procedv-r,s
on the Identi-Kit system on Sept. 8 a;id 92 at Vancouver. This sch:,ol W-is
