During the past month, six subdivision applications were processed (which, in the past years, has been about the annual rate) . Therefore, based upon the number of lots being created this year, we can expect next year to be a big season for the housing industry . NEIGHBORHOOD PLANNING NPO #4 - The Committee is in the process of reviewing a completed plan draft. NPO #5 - The Plan will be considered by the City Council in study session on August 1, 1977. NPO #7 - Held their first meeting on July 20, 1977. NPO #6 - First meeting is scheduled for August 10, 1977. PARK PLAN The latest revision is being prepared for the City Coun- cil to consider for adoption on August 8, 1977. GROWTH MANAGEMENT PLAN This work is proceeding according to the joint City- County work schedule previously distributed to Council . Date: July 19, 1977 To: Bruce Clark From: Public Works Department Maintenance and Parks Activity - July July has been a month of street related programs. The first phase of the Garrde Street Bikepath is complete except painting two cross walks. We have started the leveling course on the McDonald Street Bikepath. There has been a street repair crew working most of this month. The street painting program has been in operation two weeks, covering cross walks and stoplines. Street sweeping has been underway the past week. Roadside grass cutting has been a continuous job anytime a man was available. We have mowed and raked the parking field at Cook Park. Park Rules signs were constructed and installed at the three parks. Liberty Park is complete except for ground cover. Daily watering during warm weather, (until the new sod is rooted) takes most of one man's time. The park crew's time has been generally taken up with the routine watering, weeding and mowing and cleanup. Engineering Division Activity - July The engineering division completed processing of four proposed development projects, namely - three subdivisions, one sanitary sewer main. Five more . submittals have been received and processing toward approval thereof has commenced. Six older development projects are nearing completion, as is one L.I.D. sewer project (i.e. nearing P.W. certification for Council acceptance). Eleven development projects are currently very active, not including the first mentioned "four" which are due to start work soon. The division is rather shorthanded due to the recent resignation of Leonard Cook. Robert Thompson has assumed Leonard's duties as inspector. June 1 the State Librarian, :Ia_,sna Lowell, and Library Development Consultant, Ralph Delamarter, led a work- shop in setting goals and objectives for the Washington County Cooperative Library System (WCCLS5 at the Hillsboro Library. Attending from Tigard: Yvonne Burgess, Jeri Cundiff, Neta Hernstedt, Claire Sheldon, Laverne Sharp, Martha Bishop and Irene Ertell. As a result three task forces were forted to deal with the top three goals which emerged: volunteer and staff training, school-public library cooperation and public relations. b. The week of June 6-11 all the libraries in WCCLS tock a sampling of out-of-town and in-town users. results of the Tigard sampling showed that out of 120 cards samrled, 61 were in-town users, 59 were out-of-town users. C. On June 9 the Librarian visited Cedar Mill and 3eaverton Libraries and Pacific University and sorest Grove on June 14 . There are lots of pieces of triangular shaped lots. Iiany of which have no access except to Hwy. 217, and we all Imcw that is a nonaccess type Hwy. Also, D'alota Street which was noted in the Staff report on thesouth end of the site has absolutely no access at all. It is a deac?end street that goes no where and we are petitioning for the vacation of that stub street. The site ideally suited to a A-2 type development, there are no physical site restraints on the site the property slopes ratherevenly from a high elevation of about 2006 to a low elevation at 162 across the north portion of the site. With regard to street vacation access is concerned, Tax Lot 204 which is this tax lot here does have direct access out to Hall Boulevard would become a dedicated street right-of-way would be developed as a boulevard or a parkway with large landscape buffer on either side and then a medium buffer down the middle and then have one-way traffic down and one-way traffic dut on either side. You've got approximately a 90 foot Tax Lot there which would make a rather nice boulevard entrance into a very large to-wnhouse develop- ment that would not have to ''have supposedly- lower class people living it. I happen to live in an apartment myself. Then I would suggest that there be a loop street corning in that would go up and around and then come back out and that is, in essence, a very large culdesac and then there would be a tcroporary or impermanent connection up to 89th which would be blocked off with some kind of temporary ballards that would be used only for a second fire access in so that the project w< ;d have no day to day vehicular access out S9ti, and Spruce to Hall Boulevard. i don' t see any reasun why that second acct.=s would be used for anything other than an emergency route such as a fire truck Davin, to get into the property from the Lack or coming ir. this way and ;having our c;ain access core ou' i?-,rouzh this Tax Lot on Hall Boulevard and not have to utilize 89th at all, '.. ,use 89th is now an unimproved street that is full of pot holes and it's not a very nice entrance ii,to what we hope will be a hi-h class development. MOORE: I share just about the same views that you do. I have concern about Hall, the traffic on that. We're going to talk about when this is fully developed anywhere from 500 - 1,000 trips a day. I don' t know what the capacity of Hall is presently; that's something that we should be looking into. The water problem, I think, is a big problem in this case. We have water retention that we have to deal with. how much srcund is going to be covered that normally absorbed water, and I think that there should be some soils test done to determine tye type of soil and to deterrine erculatio.i rates. If it's all clay, you can assume that there is not going to be nmch water ------- that is absorbed right now anyway. Then you have to deal with the retention problem. I don't know how that is going to be dealt with. I can see how they can look at it and say that looks like just the way it's shaped and the access. That looks like a good area for multiple dwelling. And there's a need I recognize the need for multiple dwellings, but I'm wondering how they look at it. BOLIN: Well, first of all I am the planner that works with the NPO and chat NORM they did in that particular area in fact all of NPO 4 which comes throu:,h the area of the Tigard triangle 217 and I-5 boundary and then usc� Oak Street over to Hall Boulevard. So this area which is in the City shown as vellow here is within that area. The first thing, of course, was to exclude tai: lots that had development limitation. So areas like this were designated for multi-family residential with control of design, heights of buildings, landscaping and so forth. through the designer review process. In addition, the discussion of rain runoff and so forth are part of the recently adopted policies, environ- mental policies, and on a project like this you will be looking at the drainage off the site be no greater than what occurs in the natural state. Phis means that there would be oversizing of pipe in the ground and so forth to ;;ave a retarding effect from a cloud burst which would bring a lot of water onto the land for a short period of time. There would be pipes that could held the capacity and let it out slowly over a period of time so we wouldn' t be :impacting quickly, the drainage system Does that answer your question? TEPEDINO: One more question, Mr. Chairman, of the staff, the traffic problem on Hall. Has the staff taken a look at that potential traffic rewth because of a development like tris? BOLIN: Well, Hall Boulevard hasn' t reached capacity in Ler;a of the level of facility today. In reviewing the transcript of the June 7, 1977, Tigard Planning Commission meeting, there appeared to be three main points of concern: (1) possible flooding from the backup of water in Ash Creek, (2) increased runoff from new roof tops, driveways and other impervious sur aces , and (3) the flow of water and possible flooding from the open ditch along the north line of the ;•;anzanita Street property. Each of these points were examined, as discussed below. Ash Creek Flooding Based on the City' s 100-year flood elevation for ish Creek at the Highway 217 undercrossing, the 100-year water sur- ;ace level for the manzanita Street property was determined to be 162.5 feet. As you can see from the topographic map of the property, the flood plain area of Ash Creek infringes only slightly on the northerly portion of Tax Lot 1600. Only about 7. 0 percent of the property is at or below elevation 162. 5. a increased Runoff Indeed, buildings cannot be constructed and driveways can- 't not be paved without increasing the rate and volume of sur"ace runoff. Under present conditions on the property, the Triaxi-mum ,1 : lard D. If necessary, however, or T required by the City Of Tigard, the effects of the incrcas6la ruT)C1 i Can be virtually nullified by use of a Storm ':rater 6e1,-_=rit2on facility such as used presently by *1-ashington County and the City of Beaverton. For ex::mple, if this project were construc- ted in the City of Beaverton, a storm water detention structure of 5 , 180 cubic feet would be required, and the maximum rate of discharge would be limited to 4 . 8 cfs. In i-:ashington County, by comparison, a detention structure of 5, 560 cubic feet would be required , with the maximum rate of discharge limited to 2. 6 cfs . In either case, you will note that the discharge rate is not appreciably different than that which exists under present conditions. Further, even if a detention structure were not required, the irripactS and effec-ts are minusc----ule.
