2. CONSIDERATION OF COMPREHENSIVE PLAN REVISION FOR NPO #3, Derry Dell - Foot of Bull
Mountain Area.
City Planner synopsized recommendations for NPO #3 Plan as made by the Planning Commission
and Planning Director.
Council and staff discussed testimony presented and recommendations. It was concensus of
Council to consider each item of recommendation separately. After considerable discussion,
concensus of Council was to adopt the following modifications:
(a) That the intersection of S. W. Pacific Highway and S. W. Gaarde not be realigned
with S. W. McDonald Street.
(b) Redesignate the area proposed by the NPO #3 Plan for retail-commercial use to
commercial-professional use which lies north of Gaarde Street and west of the area
presently zoned for C-3 use on Pacific Highway; redesignate the area west of 110th
Street, proposed for mult-family development, to single family, leaving the multi-
family designation east of 110th and north of Gaarde.
(c) Include in the plan text that an alternate extension of Murray Blvd. to Pacific
Highway be sought by means of involving all affected agencies and citizen groups.
Advise citizenry that Council has gone on record by resolution to encourage this
reconmendation. Furthermore that- Council propose a specific alternate route to be
included in the plan.
(d) That the improved roadway width of Gaarde, 121st, and Walnut streets be a two lane
facility.
(e) That sidewalks and bike paths be more strongly proposed by the Plan.
(f) That the off-ramp into the Canterbury Shopping Center be shown on the Plan.
(g) That the depicted greenway system be suggestive only in order that it not b,_ constr.uc,l
to restrict the private use of any person's property.
(h) For the plan text to include wording meant to encourage people to retain lard in cpen
space and farm deferral programs and/or any program which may assist a person to
maintain privately owned land in open space.

date, time and place of counting be announced and results of election be published in
papers. (only appointed members be listed).
4. P.U.C. ORDER - HUNZIKER L.I.D.
City Administrator stated the City has 60 days to file an appeal with the option of
appealing directly to the court or asking for a rehearing by the P.U.C. Commission. Staff
is working on case and suggests Council ask for a rehearing by the P.U.C. Commissioner.
Council concurred.
5. 72nd STREET SEWER L.I.D. - Request from U.S.A.
City Administrator reported U.S.A. has indicated they have lifted moratorium on formation
of L.I.D. 's and recommended City give U.S.A. approval for the extension of sewer lines.
Council concurred.
6. STATUS OF REPAC PLAN FOR MAIN STREET PLANTING
City Planner discussed REPAC status and give synopsis of program for beautification of
downtown area. Staff will make progress report at November 24th Council meeting. Concen-
sus of Council was to defer action for a short period of time with respect to request to
plant trees on city property in front of City Hall.
7. MAIN STREET/PACIFIC HIGHWAY ISLAND PLANTING REPORT
Mary Woodward summarized the successful planting program and stated various community
organizations donated $532 for plants with city staff assisting by furnishin5 labor
and
other related services.
Mrs. Woodward also requested authorization to plant two trees, honoring war veterans, in
front of City Hall. City Administrator requested action be deferred for a short period of
time until staff can make a recommendation. Administrator recommended Council review the
REPAC plan and adopt a planting plan for the Main Street area. City Administrator 'urther
commented the Mayor has had conversation with the railroad regarding the btati till'i ca ti.-,n of
right-of-way area of Main Street.
8. OTHER
Cc requested status with respect to Southern Pacific Annexation. S'taff
petition presented to Boundary Commission, who deferred action to next meIn incdc-f
to ascertain if other properties should be included.
Proposed Meeting Schedule
Concensus of Council was to meet in regular session December 8th and study :on
December 1st. Other meetings during holiday season to be scheduled.
Planning Commission Vacancy
City Administrator reported receiving letter of resignation from Pianning
Harris Hanson. Selection Committee had recommended Stewart Moorc be

Budget Committee Vacancies
Council also discussed the need for appointments to budget committee, and each CQU.-Ic.ilr,lan
was urged to make some recommendations.
