SPECIAL MEETING MARCH 11, 1976, 8:00 P,M.
1. ROLL CALL: Present: Mayor Wilbur A. Bishop; Councilmen John E. Cook,
Alan W. Mickelson, Robert C. Moore; 8:55 P.M.; Budget Committee Floyd
Bergmann, JoAnn Grund, Bob Hudson, Harvey Knauss, Steve Roberts;
Legal Counsel, Joe Bailey; City Administrator, Bruce P. Clark; Building
Official, Russel Austin; City Recorder, Doris Hartig.
Special Council and Budget Committee meeting was called by the Mayor
with the common consent of the Council for the purpose of dise' ussipg
tax base proposals and other related matters.
Meeting was called to order by the Mayor who requested City Administrator
to comment on his memo of March 10, 1976, regarding tax base proposals
and possible one year tax levy for capital improvements.
City Administrator synopsized memo regarding tax base proposals
which are listed as follows:
1. Code Enforcement Program $15,600.
2. Police Services 40,309.
3. Recreation Program 22,215.
4. Public Property Maintenance & Improvement 42,100.
5. Street Overlay Program 50,000.
6. Support Services 12,000.
Possible One Year Tax Levy Proposals
Sidewalk and Pathways $25,000.
Street Overlay Project 50,000.
Traffic Signal @ Walnut & Pacific Highway 40,000.
20% Matching Share - Major Street L.I.D. 50,000.
Public Works Projects Engineering (Contract Ser.) 20,000.
Purchase Walnut Place Right-Of-Way 30,000.
Greenway Development 15,000.
Greenway Acquisition 100,000.
Hunziker Street Railroad Signal Relocation 10,000.
Tigard Community Youth Services Support 3,000.
City Administrator noted that thQ mesaare Faint- be submitted to county by
March 24th in order to be placed on the May primary ballot.
Mayor Bishop discussed his proposal for special capital improvement
projects allocated for increased tax base. After considerable discussion
by Committee/Council, informal concensus was to iTIftruct the City
Administrator to prepare information on a tax base increase in amount
of approximately $350,000.
It was the tentative concensus of the Council/Committee to consider the
following in the tax base proposal:
° Code Enforcement Program - increase level of service

Public. property utaintenancs and improvement to include s t,rec t overlay
program and related staff costs
° Support service - to ppovide clerk typist to handle bark-log of work
and ongoing typing load.
° Revenue Sharing - pick up deficit in revenue sharing fund caused by
discontinuance of program.
° Park Improvements
° Committeq/Council requested additional information regarding increased
police services,
City Administrator wes requested to p-Fepgre ordinance for tax base increase and
cost of items discussed. Group will consider at next meeting March 16,
1976, 7:30 P.M.
Council recessed at 11:15 P.M. and reconvened in executive session at 11:25 P.M.
Executive session was called under O.R.S. 192.660.2 subsection 4, for authority
of persons designated to carry on labor negotiations.
City Administrator reported on counter proposal received from T.E.A. Council
considered and provided City Administrator with
guidelines for further
1 negotiations.
Meeting adjourned 11:45 P.M.

NOTICE OF SPECIAL MEETING
Notice is hereby given that a special Council meeting and Budget
Committee meeting was called by the Mayor with the common consent
of the Council. at 8:00 P.M. Thursday, March llth, 1976, at the
General Telephone Building, 12460 S.W. Main Street, Tigard, Oregon.
The meeting is called for the purpose of discussing Tax Base
proposals and related issues.
