1.., RjLL CALL- Present: Mayor Wilbur A. Bishop; Councilmen John E. Cook, Alan W. Mickelson,
Robert C. Moore; Russel Austin, Building Official; R. B. Adams, Chief of
Police; Doris Hartig, City Recorder; Jerry Powell, Associate Planner.
2. PRESENTATION OF PROPOSED NOISE CONTROL .ORDINANCE
Members of the Noise Control Committee, Allan Paterson, Bill Goldbach and Bill McMonagle,
discussed with Council proposed ordinance. Allan Paterson gave synopsis of committee's
study. Bill Goldbach demonstrated a sound meter which could be used in measuring noise.
Estimated cost of equipment to enforce ordinance if purchased by the City would be as
follows: sound meter $425; calibrator $180; tachometer $30-$50. City may also request
assistance from D.E.Q. in training and use of equipment as well as, if necessary, make use
of their equipment. Council, staff and Committee discussed ordinance and particularly
Section 3 (g) with respect to violations being Class C misdemeanors. Chief and Legal
Counsel to check and make recommendation for next Council meeting.when ordinance will be
considered.
3. COMPREHENSIVE HEALTH PLANNING ASSOCIATION FOR PORTLAND METROPOLITAN AREA
Dirk Rix and Ken Levstone reviewed latest congressional legislation as it pertains to
,:.mprehensive health planning. Representatives requested Council suggest an individual to
-9ct as liaison between Association and City. Council will consider appoin trnent at a later
date.
4. LOCAL GOVERNMENT REORGANIZATION STUDY - National Academy of Public Administration
Mayor Bishop commented on letter from Boundary Review Commission and requested Council
suggest individuals to serve on citizen's panel. Council

5. LEAGUE OF OREGON CITIES CONVENTION
City Recorder reported convention was being held at the Hilton Hotel November 16-18 and
If council members wished to pre-register to notify her by November 5th.

Building Official synopsized his memo with reference to uniform building code enforcement.
Council and staff discussed code enforcement and requested City Administrator and Buil.drs

(a) November Meeting Schedule
Bishop noted L.C,D.C. meeting, Elected Ofriciais rind City Administrators Meeting and
.!.da.ry Review Meeting were all scheduled o; November 12, 1975. Mayor requested Ciry
R -_;.r.der to clarify if Tualatin is hosting the meeting on the 12th as scheduled.
' Mayor Bishop requested status of REPAC, first phase, planting. Associate Planner
stated plans were available at City Hall for Mayor's review.
(c) Metro Crime Prevention Week
Chief Adams commented November 3rd was recognized in the Metropolitan area as crime
prevention week. Chief invited the public to a community education program on crime
prevention to be held November 5th at Tigard Senior High School.
