TIGARD CITY COUNCIL
S SPECIAL MEETING JULY 8, 1975, 5:15 P. M.
1. ROLL CALL: Present: Councilman Ralph C. Barkhurst, Alan W. Mickelson, Robert C.
Moore; Bruce P. Clark, City Administrator; Doris Hartig, City Recorder.
Special meeting was called with common consent of the Council for the purpose of reviewing
bids for Bancroft Bonds for 115th L.I.D. In the absence of the Mayor, and President of
the Council meeting was called to order by Councilman Moore.
City Recorder reported the following bids were received and opened at 2:00 P. M. on June 30,
1975 as per the call for bids:
First National Bank of Oregon
Interest rate 7.1453
Net Interest Cost $40,762.79
U. S. National Bank of Oregon
Interest rate 6.8982
Net Interest Cost $39,353.40
The Oregon Bank
Ititerest rate 6.99579
Net Interest Cost $399909.59
City Administrator distributed opinion from legal council recommending the city accept
the bid of U. S. National Bank of Oregon.
Motion by Councilman Mickelson to accept the bid of U. S. National Bank at the effective
interest rate of 6.8982 and authorize the awarding of the bid: motion seconded by
Councilman Barrhurst.
Approved by unanimous vote of Council present.
City Administrator reminded Council of a special meeting, Thursday, July 10, at 7:15 P. M.
in City Hall.
Meeting adjourned 5:26 P. M.

MEMORANDUM

SUBJECT: No Parking Zone Request
RE: Request of Paul Latham, 9540 S.W. Frewing, Tigard,
Oregon, to City Council (No Parking Zone on
Frewing Street)
Sir:
Attached please find investigative report and diagram
of problem area on Frewing Street.
I concur with the recommendation of the investigating
officer, and request that portion of Frewing beginning at the east
edge of the Charlottenhoff Apartments southeast driveway be posted
"No Parking at Any Time" for a distance of 100 feet on the southeast
portion of the roadway.
As indicated in the diagram, the traveled portion of the
roadway is only 18'-8" wide and on a curve; parking along this area
forces vehicles traveling in a southeast direction into the oncoming
lanes of travel; the visibility here is not good due to the curve
and incline.
Request immediate attention to this matter.
