ROLL CALL: Present: Mayor Wilbur A. Bishop; Councilmen Ralph C. Barkhurst, John E. Cook,
Alan W. Mickelson, Robert C. Moore; Bruce P. Clark, City Administrator;
Doris Hartig, City Recorder.
Legal Selection Committee: Fred A. Anderson, Don Ashmanskas.
Special meeting was duly called by Mayor with common consent of the Council for the purpose
-,' of interviewing applicants for legal counsel for the City of Tigard and any other matters
that may come before the Council.
1. Council interviewed the following applicants:
Michael Cannady - lives in Gresham, however would move to the Tigard area. Has general
practice but no experience in municipal law.
Joe Bailey of Schwenn, Bradley, Batchelor and Bailey of Hillsboro. Has had municipal
and special district experience. Would have 3 man team available to the City.
Steve Moore, office in Portland, currently working for Judge Burns. No municipal
experience but would expect another firm would assist in major problems.
John Tollefsen, offices in Lake Oswego, just starting a general practice.made
proposal for retainer basis of compensation.
Council will consider applicants and notify them of their decision at a later date.
It was the consensus of Council to conclude interviews and consider applicants further.
Meeting recessed 10:30 P. M. - reconvened 10:50 P. M.
2. CONSIDERATION OF RESIGNATIONS
A. City Administrator distributed letter of resignation from 3 outside city members of the
Design Review Board. All members indicated a desire to be reappointed and suggested
revision of the residency requirement.
Mayor Bishop stated it was the recommendation of the Screening Committee to ct-•. clnt.
Bill McMonagle and Monte Cook and to appoint Charloti.e Olson as city resides
Council also discussed the replacement of Tom Vnittaker as Planning Commis. .,
representative.
Councilman Mickelson moved to reappoint Bill McMonagle, Monte Cook and to appciut
Charlotte Olson; seconded by Councilman Cook.
Approved by unanimous vote of Council.
Council requested City Administrator to prepare resolutions for Tom Whittaker and
Raymond Bartel expressing appreciation for their services;.as well as prepare res.L t`
ratifying the action of the Council in making appointments to the Design Review B-Ard.
B. City Administrator reported John Patterson, budget committee member is moving ou'. _O
the community and has submitted his resignatt a. Consensus of Council was to Fill
vacancy at a later date.
ORDINANCE No. 75-29 AN ORDINANCE AMENDING THE TIGARD MUNICIPAL CODE, CHAPTERS 11.28,
GENERAL COMMERCIAL, AND 18.32, NEIGHBORHOOD COMMERCIAL, WITH RESPECT
TO PERMITTED USES, LOT REQUIREMENTS AND LANDSCAPING REQUIREMENTS:
f AND PRESCRIBING AN EFFECTIVE DATE.
(a) Motion by Councilman Mickelson to table at this time; seconded by Councilman Cook.
Motion approved by 4-1 vote of Council; Mayor Bishop voting NAY.
Councilman Barkhurst requested item be on June 23, 1975 agenda.

3. ,TOPOA CONTRACT
(a) Motion by Councilman Barkhurst to adopt and ratify the contract and authorize
execution; seconded by Councilman Cook.
Approved by 4-1 vote of Council. Mayor Bishop voting NAY.
4. BUDGET PROMOTION
(a) Council and City Administrator discussed budget promotion and involving citizen
groups. Concensus of Council was to request Budget Committee submit letter to
editor in support of the measures..
5. OTHER
Council cancelled the study session for June 16, 1975.
