2. GARBAGE FRANCHISE PRESENTATION
S_ (a) City Administrator stated negotiations were in preliminary stage for
extension of the garbage franchises. Before finalizing the proposal,
City Administrator recommended Council hold a public hearing on the
franchise system as it now exists in Tigard and the type of service
rendered to the city.
(b) Attorney Demar Batchelor, representing the three collectors,
synopsized the garbage industry in the county and cities. Attorney
Batchelor discussed city's option to call for bids for service-
franchising or licensing; or city providing service. Attorney
recommended franchising or licensing as the city has control over the
type of service rendered and at a regulated rate schedule. Council,
staff and franchisees discussed type of service, complaints received
and purpose of holding public hearing.
(c) Concensus of Council was to hold public hearing on April 28, 1975
to solicit public input on method, manner of service being performed and
review of city policy.
3. NPO #1 TEXT DISCUSSION RE: C-3 ZONING
City Planner synopsized problem regarding NPO #1 plea ,=xt revir:ions.
Council and staff discussed text revision as it relates to the adopted
plan map. Councilman Barkhurst suggested the NPO #1 and Planning
Commission comment on the proposed text. Concensus of Council was to
request preparation of ordinance for April 28th and prior to the meeting
City Planner will review with NPO #1 and Planning Commission the
proposed text.
4. P.D. TASK FORCE REPORT DISCUSSION
City Administrator requested Council comments ars o^servatio-- ^ea.erd-

6. STAFF ASSIGNMENTS RE: HUNZIKER AND PATHWAYS
City Administrator advised Council that John Laws has been assigned the
responsibility of working with the schools on sidewalks and pathways
as well as attain the right-of-way on the Hunziker L.I.D. protect.
7. ANNEXATION AND BOUNDARY EXPANSION POLICY STATEMENT DISTRIBUTION
City Administrator distributed adopted copy for council ipformation.

contribution to the beautification of the comm•.�nityp especially the
development of Cook Park. Council concurred.
9. City Administrator reminded council of the meeting of Washington County
cities on the 17th at General Motors Training Center - 3:00 P.M.
10. DESIGN REVIEW ALTERNATE ORDINANCE.
City Administrator stated the ordinance is being drafte> to provide for
alternate positions for the April 28th agenda.
11. SET PUBLIC HEARING ON ZONING TEXT AMENDMENTS
Planning Commission has recommended changes in C-3 none and City
Administrator recommended Council, at their April 14th meeting, set
public hearing for April 28th.
12. C.E.T.A. EMPLOYEES
City Recorder reported two positions have been allotted to the city
under the program. Under Title 6, a Clerk Dispatcher for the Police
Department to begin employment May 1, 1975; the program terminates
February 15, 1976: an Engineering Aide under Title I funds to be
employed as soon as possible for a period of 6 months.
13. SCHEDULING NPO #4 AND #5
City Administrator called Council's attention to memo from City Planner
changing schedule for formation of NPO #4 and #5-
14. EXPLORER POST VAN - GENERAL TELEPHONE
Chief of Police reported General Telephone has donated a 1967 Dodge to
the city for use by the Explorer Post. A local business will do free
body work and General Telephone will paint the vehicle. Van appears to
be in good condition and the city's obligation woul-! be to milntain
the vehicle and provide insurance.
15. COUNCIL DEPARTMENTAL FAMILIARITY.
Councilman Mickelson discussed his proposal in .reipot!se to

18. NPO #3 - ORDINANCE REQUEST RE: COMMERCIAL USES IN VICINITY OF SCHOOLS

City Administrator synopsized the reques* of NPS #3 to exclude any
Commercial uses within 750 feet of any public or parochial school.
Members 'of NPO #3 have expressed interest in circulating a petition
for an initiative amendment to the charter. Jr. response to City
Administrator's request, Attorney Anderson submitted memo suggesting
how the problem could best be approached and recommended a zoning

19. COMMUNICATION RE: C.R.A.G. LEGISLATION (H.B. 2631')
Mayor Bishop submitted copies of amendment which would make
membership in C.R.A.G. voluntary. Public hearing on the matter
will be Wednesday, April 9, 1975.
20. NPO #1
City' Administrator called attention to memo from NPO #1 regarding
their 'meeting April 10, 1975. NPO #1 will review currently adopted
plan and their future role. Concensus of Council was NPO is a
continuous process as stated in the plan text.

Special meeting was called by the Mayor with the Common consent of the
Council for the purpose of awarding contract for two police ,ays.

Chief of Police recommended the bids be rejected as the bidding specifi-
cations presented some problems with respect to the type of upholstery
and the request for an alternate bid for the two door model.
City Administrator recommended Council reject the bids and authorize
the calling for bids on amended specifications; to be opened on April
10th and award the contract on April 14th.
Motion by Councilman Cook to reject the bids and City call for bids on
revised specifications; bids to be opened April 10th and contract
awarded on April 14th Council meetirg; seconded by Councilman Moore.
Approved by unanimous vote of Council.

seconded by Councilman Barkhurst.
Approved by unanimous vote of Council.

approved within 30 days.
Motion by Councilman Moore to authorise sale of bonds, to be delivered
and approved within 30 days; seconded by Councilman Mickelson.
