SPECIAL XSETING APRTL 3, 1975, 73c7 P.M.
ROLL CALL: Present: Mayor Wilbur A. Bishop; Councilman Ralpti C.
Barkhurst, John E. Cook, Alar. W. Mickelson, Robert C.
Moore; Bruce P. Clark, City Administrator; Doris
Hartig, City Recorder.
Selection Committee Members: Fred A. Anderson,
Donald Ashmanskas, Gar ging and Ed Sullivan.
Special meeting was called oy the Mayor with the common cons-eat
of tha Council for the purpose of setting 31.is"•mss for selection
of legal counsel.
City Administrator distributed proposed guidelines for selection
of legal counsel and requested comments from Council and Committee
members.
Committee discussed the type of city work, time required, type of
work experience desirable for municipal legal counsel; whether the
city wished to have an attorney on a retainer fee; contractual basis
or establish the position of city attorney.
It was requested staff prepare a detailed estimate of city's needs,
hours required and projected hours for the next Z - 3 years.
Committee would place an ad in Bar Bulletin soliciting interested
persons or firms.
Committee discussed the matter of ethics in placing the ad and
soliciting for legal counsel. It was agreed Mike ging would check
with Bar Association and if permissible committee would draft ad
for Council consideration.
Concensus of Council was to request committee to proceed with
ethics question and drafting of Bar Bulletin ad for Council
consideration.
Meeting adjourned 9:40 P.M.
