Clark, City Administrator; Doris Hartig, City Recorder. Z. APPROVAL OF MINUTES - March 24, 1975 and Special Meetings April 3 and April 7, 1975. (a) Motion to approves Councilman Cook; seconded by Councilman Barkhurst. Approved by unanimous vote of Council. 3. WRITTEN COMMUNICATIONS (a) Letter from W. H. Iverson regarding parking on S. W. Burnham St. City Administrator stated, to alleviate the dangerous parking situation, Mr. Iverson was requesting no parking be extended on S. W. Burnham St. past his house. Council and Staff discussed the problem and it was the consensus of Council to wait 30 days after the Post Office moves in June and review the situation again. Staff to acknowledge correspondence and advise Mr. Iverson of Council's action. (b) Letter from Tigard Home Furnishings regarding parking on S.W. Main. City Administrator stated due to limited off-street parking, Tigard Home Furnishings has requested removal of 2 hour parking stone in their area. City Administrator suggested if Council. desired, the ordinance could be amended to provide for all dnv parking in that a-•ee. Council will take imdrr cl;nniderad'on at next study session. 4. CALL TO AUDIENCE FOR THOSE DE61RING TO SF?Air CN NON-AGENDA ITEMS. (a) Bibianne Scheckle read letter reques;:ng .F.7porary building moritorium to become effe�tive immeu 9t2ly, denying the acceptance Of applications for al: luilding permits within 750 feet of any school. Mrs. Scheckla stated an initintive petition is being circulated calling for proposed amendwe^t to the city charter and requesting a special election. Council, Mrs. Quimby, Mrs. Scheckle, iirs. S,imler, and staff discussed proposal. Attorney Anderson stated in his opinion It is not an initiative petition matter. Council discussed the amendment to C-3 zoning which may solve the problem. Public hearing is proposed for April 28 and as moritorium would have to be adopted by ordinance, it was the consensus of Council to consider the matter on April 28. 5. APPROVAL OF EXPENDITURES AND INVESTMENTS: $71,499.57. i (a) Motion to adopt; Councilman Cook; seconded by Councilman Barkhurst. Approved by unanimous vote of Council. 6. (a) City Administratoc requested Council consider the remonstrances so that staff may prepare an ordinance to establish the assessment for the individual property owners. Council and staff discussed the $800.00 cost included in the total assessment project. Mr. Sass, from the audience„ testified against the inclusion of driveway costs in the total project cost. Mrs. Clark, stated they are unable to use their driveway and requested it be repaired. Mr. Nelson requested Council analyze figures due to the increased actual costs over estimated costs. (b) Motion by Councilman Barkhurst that City finalize the assessments as valid with the understanding there are reservations on the $800.00; calling trr a special meeting on April 21, 1975; motion seconded by Councilman Mickelson. Tigard Administrative Office at 8 P. M., April 30, 1975; seconded by Councilman Barkhurst. Approved by 4-1 vote of Council, Councilman Moore voting NAY. (e) Councilman Moore expressed concern about the trailer selling crab on 99W near S. W. Hall. City Administrator responded it was allowed as a temporary use and staff will pursue matter. (f) Mayor Bishop stated Washington County Cities will elect a new representative to C.R.A.G. Board of Directors and with Council's concurrence will recommend Mayor Duris of Hillsboro.
