City Recorder announced the spacial meeting was called by common
consent of Council at the regular council meeting of February 24,
1975 and that the absent member, Councilman Moore, had ueen notified
by mail and an affidavit of mailing had been prepared.
City Administrator stated the ordinance vias iris ignifican_ly altered
vy the insertion in Section Four, "The former Fowler Jr. ifigh School
site is to be sold through competitive bid procedures by Scnool
District 23-1 (Tigard) and tnat if the City is the successful
bidder". Also the publishing dates have been corrected to comply
with legal requirements if the ordinance was passed at this meeting.
City Recorder read ordinance three times by title and nu.-nuer and by
section once.

(a) Motion to adopt: Councilman Barkhurst; seconded by Councilman
Cook.
Ordinance failed by 2 - 2 vote of Council present. Roll call
of vote as follows: Councilman Barkhurst AYE; Councilman Cook
AYE; Councilman Mickelson NAY; Mayor Bishop NAY.
Mayor Bishop commented he was in favor of measure; however,
he felt conditions had nog changed and he would vote against
the ordinance.
Councilman Barkhurst suggested a reconsideration of the vote as
he felt the issue is to bring the question before the people and
that the public has a right to vote on the question which should
not be denied by any Council member.
Councilman Mickelson explained his "NO" vote by stating he felt
there were higher priorities in the city than the purchase of
the yowler site; however, he would be willing to reconsider his
t, vote to allow the public the opportunity to vote on the proposal.
(b) Motion by Councilman Barkhurst to reconsider the ordinance;
seconded by Councilman Cook. Mayor Bishop called for a roll
call vote on the ordinance. :lotion passed by 3-1 majority vote
of council present. Roll call of vote: Councilman Barkhurst,
AYE; Councilman Cook AYE; Councilman Mickelson AYE; Mayor
Bishop NAY.
Mayor Bishop called .for comments from the public. Those who spoke
regarding the issue are as follows:
Bill Heppner, Ralph Ferrer .and Drrayne.Meyers.
Meeting adjourned: 7:25 P.M.

NOTICE OF SPECIAL COUNCIL MEETING
Notice is hereby given that a special council meeting
is hereby called with the common consent of Council
for the purpose of consideration of an ordinance calling
for a bond election. The meeting will be held at the
new Fowler Junior High School, 10865 S.W. Walnut Avenue,
Tigard, Oregon, on February 26, 1975 at 7:00 P.M.
