ROLL CALL: Present: Mayor Wilbur A. Bishop; Councilmen Ralph C. Barkhurst, John E. Cook, Alar. W. Mickelson; R. B. Adams, Chief of Police; Fred A. Anderson, Legal Counsel; Russel Austin, Building Official; Richard Bolen, City Planner; Bruce P. Clark, City Administrator; Doris Hartig, City Recorder. 2. CHAMBER OF COI0ERCE MEMBERSHIP Mayor Bishop inquired if the City was a member of the Metro- West Chamber of Commerce and suggested all Council members attend meetings. City Administrator stated the City is currently a member and is entitled to attend all meetings. 3. FOWLER BOND ISSUE - COUNCIL/ PUBLIC SUPPORT Mayor and Council discussed the coming election and dissem- ination of factual information to the public. It was consensus of Council to have the building open for public inspection on Sunday, March 9, from 2:00 P.M. to 4:00 P.M. Council urged the formation of a Citizen's Committee to organize and inform the public and requested the City Administrator to prepare a state- ment for Council endorsement. 4. ANNEXATION - POLICY STATEMENT Council discussed Mayor's proposed resolution with respect to House Bill 2050. Members of the audience who also spoke regarding the proposed legislation were: J. Allan Paterson, Art Biggs, Eleanor Quimby, Barbara Parker, ' representing Twality Home Owners Association, and Wes Heisey. Motion by Councilman Barkhurst not to persue the proposed .resolution regarding House Bill 2050 but instead establish a policy statement in the form of a resolution regarding annexation; motion seconded by Councilman Mickelson. Approved by unanimous vote of Council present. Mayor Bishop and Councilman Barkhurst to draft the resolution for Council consideration at next Council meeting. 5. JOINT CITIES MEETING IN TIGARD City Administrator stated City will host a meeting of Washington County cities and it has been suggested the State Legislators and Representatives also be invited. Council suggested Thursday, April 17, 1975 at 8:00 P.M. The location of the meeting to be announced at a later date. 6. JOINT PLANNING 24EETING - WASHINGTON COUNTY & CITY OF TIGARD In response to Martin Krampton's memo regarding City-County planning, the Washington County Administrator has invited the City Council to meet April 1, 1975. Time and place to be set later. 7. C.R.A.G. PLAN Council and Staff discussed goals and objectives packet distri- buted by C.R.A.G. City Administrator suggested a one year period for adoption of C.R.A.G.'s stated goals and objectives so cities will have an opportunity to meet the goals with their efforts and make a recommendation on C.R.A.G.'s plan. Staff and Council discussed the question and requested Administrator draft resol- ution requesting a one year period for adoption. Recessed 9:30 - Meeting reconvened 9:40. 8. HUNZIKER STREET L.I.D. City Administrator reported to Council the City had inadver- tently not called for bids on the Hunziker Street L.I.D. and an amendatory ordinance allowing for a new bid opening date will be on a following Council agenda. Also, it was found the bond schedule and Ordinance No. 75-13 (Murdock Street L.I.D.) war; defective and would be amended by ordinance at next Council meeting. 9. SHORT TERM WORK SCHEDULE City Administrator listed a number of projects and activities that are due within the next month. A partial list is as follows: Community developement application, Public hearing March 24. Budget Preparation - Underway (Staff will have to prepare Public Works budget). B.0 R. Application - Submit application to County (one complete); second application is being worked on. Special project funds application due to the State of Oregon. Public Works Director - Recruiting. Union negotiations. Bond election. Hunziker Street - Call for bids. Fact sheet on Fowler. Statement on C.R.A.G. plan. 10. WALNUT STREET - MOELLMAN PROPERTY Council and staff discussed question of purchasing right-of-way for sidewalk. It was consensus of Council to respond that City could not purchase the property at this time; however , there are other options open. Council suggested an easement be given and the City would install a three foot blacktop sidewalk. Council also discussed with Building Official an amendatory ordinance which would lower the height of fences on the front yard set back. Building Official to prepare amendatory ordinance for Council consideration. 11. MARCH 10 AGENDA ITEI4 City Planner distributed factual memo regarding items to be considered at Council's March 10 public hearings. PAGE 2 - STUDY SESSION — MARCH 3, 1975 City Administrator reported S.W. Lucas Street is under City jurisdiction and the required notices of street vacation have been published. 12. OTHER City Recorder reported receipt of request dated February, 1975 for refund of deposit on $100 political :ign. Deposit was made on October 7, 1974 and as the Tigard Municipal Code is not clear on the time for refund, City Administrator recommended Council give authorization for refund. Building Official stated to his knowledge all political signs have been removed. Council approved refund. Mayor called attention to letter from Oregon Government Ethics Commission which will require financial reporting to commission in accordance with provisions of Ballot Measure 14 by April 15, 1975. Mayor Bishop read a letter regarding proposed sports complex to be located in Wilsonville area. Mayor suggested City go on record as supporting this study for consideration by 1977 legislature. Consensus of Council was to endorse the concept and Mayor to respond to letter. Mayor Bishop also reported he had received a complaint regarding excessive noise on S.W. Walnut and Grant Streets. Police Department to check out complaint. Mayor Bishop reminded Council the I•larch 10 agenda will include discussion on City Attorney termination. Regular study session adjourned 10:20 P.M. and Council went into Executive Session at 10:30 P.M. under Oregon Laws 1973, CH. 172 (6)(2)(a); ORS 192.660 2(a) to discuss parameters of Union negotiations. City Administrator discussed the major elements in the proposals received from T.P.O.A. and T.E.A. Council and staff discussed and Council set guide lines for negotiations.
