(b) Council and Mayor each individually stated they had contacts from interested parties regarding this matter and because of the Fasano guidelines would not discuss the merits of the case. All stated they were not prejudiced in making their decision and therefore felt they would not have to disqua:.i+y themselves. (c) City Planner stated the Planning Commission had recomaended approval, however, since that time many things have changed and based on the Tigard Municipal Code felt the applicant had not carried the burden of proof. Council and staff discussed the ramifications of the Fasano guidelines, if the minor land partitioning require- ments have been met and if the request was in compliance with the comprehensive plan. Motion to adopt statement; Councilman Cook; seconded by Councilman Barkhurst. Mayor Bishop stated he would vote in favor, however, he did not agree entirely with the teat. Motion approved by unanimous vote of Council. Attorney Anderson replied to Mayor Bishop's comments stating there was no conflict of interest on his part and wished to thank the Councilmen for their confidence and support. OTM BUSINESS (a) C£ty Administrator stated an L.C.D.Cc meeting would be held March 11, at Washington County; also noted meeting of T-CAP�Wediiesdayo 6:45 A.M.--at-Chet. City Administrator suggested Mayor and Council call special meeting March 179 1975 to %anvas vote of March 139 1975 election. Special meeting to start at 7:30 P.M. Tom Whittaker, from audience,, asked for Council guidance in considering future minor land partitionings. Council will respond later. 17.
