City Planner Bolen stated the report had been accepted by the NPO and Planning
Commission.:. Major issues and goals of the.plan were reviewed and Council.,.:will
hold a public hearing October 14, 1974.
3. L.E.A.A. GRANT
Administrator synopsized proposed agreement to be effective January 1, 1975 and
recommended City indicate its intention to participate in the program. Of tile
$325. matching money the City must-provide,'City will receive $2700 of equipment..,
In December staff will evaluate status of budget and then make a decision regarding
participation. Council concurred with City Administrator's recommendation.
4. CHANGE IN COUNCIL STUDY SESSION DATES
City Administrator recommended Council hold :regular::meetings as scheduled and
have one.study session on, the first Monday of each month. Council concurred with -
request.
5. 'ACCEPTANCE OF STREET DEDLCATION - S.W. 112th Street.
Director of Public c<.rvi,nss and Facilities stated this was a housekeeping measure.
and would be. on October 14th agenda. Staff:requested to verify ifall property
has been dedicated to the public.
6. ACCEPTANCE OF CURL ACRES SANITARY SEWER LINE.
Director of Public. Services and Facilities stated this was standard sewer
agreement and recommended Council accept at regular Council meeting.
1 7. COMMERCIAL & HUNZIKER.L.I.D.
City Administrator summarized meeting held with. the Hunziker Street property owners
at Coe Manufacturing offices. Jim Harris of Harms & McMonagle discussed various -
alternatives for improving the street. It was the concensus of Council to realign
S.W. Scoffins Street at some future date and leave S.W. Hunziker and S.W. flail
intersectionat its current location. Fred Fields of Coe Manufacturing and Norman
Gerlach representing Hunziker properties discussed with Council and staff the various
aspects of improvement, city participation and methods of assessment. City
..Administrator reported on other cities. assessment methods and their level of
participation in sharing costs. It was the concensus of Councilto have the
preliminaryengineering work prepared on the basis of a 36' paved width and 60'
- right-of-way with 8` sidewalk on the south side. Assessment area was discussed
and staff to contact Lakeside property owned by Lucky Realty.and make recommendation
if they are to be included in L.I.D.
.Traffic counts on S.W. Commercial Street were discussed by staff and Council.
8. NOISE CONTROL - OTHER CITIES
In response to Council request, City Administrator checked into.noise control
ordinances and D.E.Q. standards. For an ordinance to be effective the City would
need a decibel machine and trained technician. It was the City Administrator's
recommendation that due to budget limitations it was not feasible in this budget. �.
year to adopt noise control ordinance. Councilrecommended the appointment of a
5 member committee to study noise abatement procedures and report back to Council.

9. U.S.A. LETTER REGARDING FANNO,CREEK
Council acknowledged-response from U.S.A. regarding cleanup of Fanno Creek
�. interceptor sewer construction. Contractor will continue to restore and cleanup area.
10. MUNICIPAL COURTS - Status in Oregon
City Administrator reported on discussion with Judge Pelay regarding the proposal
to .eliminate Municipal Court activities with respect to traffic offenses. City xq
Administrator'recommended City request League of Oregon.Cities check into matter
and express,their concern with respect totheeffect of such action upon cities. C
The proposal makes no provisions for handling other municipal "offenses,
11. BONITA ROAD RAILROAD CROSSING
City Administrator stated Sue Ann Schriever had requested Council support to urge
Washington County to make funds available to improve the.Bonita Road.Railroad
Crossing. Lon Topaz, Assistant to Public Utility'Commissioner and Mr. .Steel also
of P.U.C. discussed with Council the options open for improving Che crossing.
Federal funds could cover 90% of the`costs and 10%.would belocal share. Gil
Carnegy and R... E. Noles stressed the importance of immediate action. As an interim
measure Council requested installation of stop signs at the crossing. The. P.U.C..
will request the railroad company to remove some of the trees between the tracks
to improve visibility.. Council requested staff to'.contact:Washington County to
re-examine its priorities and encourage improvement of crossing.
12. OFFSET DUPLICATOR SPECIFICATIONS 3

Council authorize calling for bids. There were no questions from Counciland' item will be placed next agenda.;
13. CITIZEN'S BUS SHELTER --S.W. 79th
Director of Public Services and Facilities stated the State of Oregon wanted a plan
or pictures of the shelter and reported a permit will be issued to:one residence
ain the,79th street area. Councilman Moore requested staff to prepare a resolution:
:.commending the 79th street citizens for their action.. --
14. TIGARD EMPLOYEES ASSOCIATION MERGER WITH A.F.S.C.M.E.
City Administrator noted letter received from A.F.S.C.M.E. and requested
appointment as negotiator on City's behalf as well as holding an executive meeting
to set up 'guidelines for negotiation.
15. A. City Administrator displayed map which indicated citizens response to coupons
regarding storm drainage and pathway problems. Some of the problem areas -
reported have been corrected.
B. Petition for police protection inBrookway neighborhood.Councilman Paterson •-
.requested Administrator set.item over until signed petition received.
C. City Administrator reported dinner meeting October 2 with League of Oregon
Cities to discuss city financing, other problems and issues. Also meeting
of L.C.D.C. October 7 at 2:30 and 7:30 P.M.
