City Planner reported on meeting with Park. Board and reviewed their
recommendation of park sites and greenway systsm Park Baard recommended
adoption of surcharge on tesidential and`multi-'Eamaty dwellings to finance
parkacquisitions and developments. CcunciI diseus,ed wrether `charge should
include industrial :anc commercial development and if there was a better way

City Adminis.rater reviewed City Attorney's opinion regarding City r.0, bond
limitation and sample bond schedule, Copies of reports to be distributed
to'Councila

Plan was reviewed by City'Administrator who erptained money would go into
a trust fund whi.Wh i, admiristratad by the I:C M,:A„ City Administrator
requested his portion of 3 pens*_on provision for all employees be
deposited with the I,.C,M,_A, However, before entering into the program
City Attorney will review master agresment between City and I C M,A, for.

City Attorney commented he felt the appra sal was too high however,
he suggested further study of details and wi1.1 give Tecommendatian to

cost of employing a recreation director, City Administrator, to 'respond to
letter and schedule a meeting with Police Community Relations Ccaan£ttee,
Bill Bieker, Nancy Tracy and Kit Whittaker, representing Pedestrian Bikeway
Committee, requested Council support for prcposed'development ofbikeways
and special. endorsement supporting a bike path on stall Blvd,g with the
development to start at Metzger Park and end at Tigard Sr. High School,
Council agreed to adopt a resolution endorsing bikeway on Hall Blvd,
at special Council meeting January 7, 1974;
City Administrator stated Chief of Police, City Recorder and Administrator
would be attending workshop in Salem, December 18 and 19th,
CRAG will consider the City's Cook Park B„O R, application .January 4, 1974
City Administrator commented SaW� Katherine Street is a roadway that has not
been accepted for maintenance by County and the only solutions would be t1)
the property owners to form an 1.e7„0o to bring the road up to county standards
or (,2) annex to the City and form an L,I,D. for street improvements. Also, if
annexed, the City could patch the street,
