COUNCIL STUDY SESSION MINUTES
November 5,'1973,' 7:30 P.M.

Administrator; Fred A. Anderson, City Attorney; Nick Hieber t, Director

1. PROPOSED DESIGN REVIEW ORDINANCE DISCUSSION.
City Administrator requested item be removed from the agenda to be reconsidered
at November 19th study session.
2. CANNEXATION REPORT AND DISCUSSION.
(a) Pacific'Highway. City Administrator discussed new developments with
respect to S.W. Pacific Highway annexation. Residents adjacent to area under
consideration have requested County Commissioners to oppose annexation before
Boundary Review Commission. '' City;staff has written Washington County a
counter-communication. To date, staff of Boundary Review Commission has not
indicated whether they will recommend extending the City,boundaries into
Multnomah County.
(b) 'Island Annexations. City Administrator stated that City staff was
processing paper work for annexation for island areas and will bring matter
before Council at next regular meeting. :Staff will also present a resolution
for annexation of a single family lot in the Shady Lane area.
3. °LEGISLATIVE INTERIM COMMITTEE ON LOCAL GOVERNMENT AND TRANSPORTATION.
City Administrator suggested City appear before committee regarding City;
boundary,problems caused by existing annexation laws. Amendments suggested by
City Administrator include; rpeninsula annexation'- where two-thirds of
periphery boundary is contiguous to City; change referendum provision; regarding
financing of,public improvements - Council suggested legislation' for sewer and
water improvements also apply to streets and roads. City Administrator
to prepare memorandum for Council review at next meeting.
k. MANAGEMENT REPORT - AUDIT
Council had no questions regarding the report.
5. TRAFFIC CONSULTANT REPORT
City Planner reported City had contracted CH M and Carl H. Buttke to submit
proposals, however, CH22M declined to participate because of City's budget
limitations. Carl H. Buttke submitted proposal of $25.00 per hour for
review of Ash Avenue - Downtown Neighborhood Planning Organization area
traffic problems. Estimated cost is not to exceed $1,000.00.
Staff recommended City Attorney prepare contract for next Council meeting.
Council concurred with staff's request.
b. GREENBURG NPO 42 PROGRESS REPORT
City Planner stated ballots had been distributed for election of committee
and first meeting is scheduled for Thursday, November 15th, 1973.
F7. SUMMERFIELD DRIVE DEDICATION COMPLIANCE AGREEMENT
Acceptance of Summerfield Drive Street Dedication will go before Planning
Commission, Tuesday, November 6th and to City Council for acceptance on
November 12, 1973.
8. SAFETY REPORT
City`Administrator distributed a report prepared by an S,A.I.F. inspector and
stated that staff was taking steps to comply with cited violations.
9. 701 PLANNING APPLICATION - DOWNTOWN
Planning staff had received preliminary approval for a 701 application and
inquired if'Council'had any reservations regarding use of money. _Tentative amount
of- 701 grant is $9,000.00 with City matching money to be $20,500.00. Council
requested further information and instructed staff to process application
through various levels of approving agencies.
10. "'POLICE BUILDING - PROGRESS REPORT
City Administrator reported Police building was scheduled for occupancy
December 1, 1973.
II. OTHER BUSINESS
(a). Council requested S.W. Main Street railroad crossing;be improved.
(b) Mayor Bergmann reported on meeting ir. Beaverton of Washington County'
Mayors and that Mayor Bill Young was elected to represent Washington County
with alternate Mayor'Brock_of Tualatin.
(c) Citizen-Police Community Relations Council
Council requested resolution be prepared appointment Bill Hill and reaffirming
appointment of existing committee.
(d) Liquor License Application - 7-11 Store
City Administrator stated application will be presented at next council
meeting for endorsement.
(e) Park Board
Lack of communication and other problems between Park Board and Council were
discussed. Council requested joint meeting between board and Council be
scheduled for November 19th study session.
