Bergmann; Councilmen John E. Cook, Robert C. Moore, Charles L. Norton; Bruce P. Clark, City Administrator; Fred A. Anderson, City Attorney; Nick Hiebert, Director of Public Services and 'Facilities;'Winslow C. Brooks,; City Planner; Dick Bolen, Assistant Planner; Robert B. 'Adams, Chief of Police;-Doris'Hartig", City Recorder.' Absent: Councilman J. AllanPaterson. 2. ASH AVENUE - DOWNTOWN NEIGHBORHOOD PLAN (a) 'Council and staff reviewed testimony given at October B, 1973, Council'meeting with discussion centered on traffic patterns and circulation. -,Planning staff and Neighborhood'Planning'Organixation, felt they could add little more from a planning standpoint and suggested Council consider hir:.ng a professional traffic engineer t;, work with staff and Council, if Council'doesn't-accept the circulaticn proyusaic. Citv Planner suggested the Greenburg Road Neighborhood Plan be included in any such traffic engineer's study. Estimated cost of the two plans is approximately,$2,500.00.; (b) -Councilman Moore requested City Administrator write Washington County Commissioners regarding improvement of.Greenburg Road and also suggested a letter of appreciation be directed to members of the Ash Avenue - Downtown'Neighborhood,Plan. 3. >LEAGUE OF OREGON CITIES CONVENTION (a) City Administrator urged Council and staff to attend'meeting. City Recorder to distribute copy of proposed agenda to Council.- All Councilmen to be pre-registered. 4. .OUTDOOR ADVERTISING ORDINANCE (a) City Administrator explained ordinance and requested'Council suggest 'alternatives or make modifications on proposed ordinance if the ordinance did not meet with Council's desires. Council requested item be placed on October 22nd agenda. 5. SEWER PERMITS (a) City Administrator reported that as of October 15th, 1973 the following sewer permits have been issued: 2, Public, Health, & Emergency; 19, Single Family; 69, Commercial-Industrial. Council and staff discussed possible alternatives on sewer policy and requested City Administrator to recommend alternative proposals for residential sewer permits. (b) City Administrator reported that the D.E.Q. had committed through the Unified Sewerage Agency 70 sewer connections for proposed convention center. The 70 connections will not be chargable to the City's alloted 200 permits. 6. ARCHITECT'S PROPOSAL - FOWLER SITE (a) Mayor Bergmann read letter from Tigard Development Corporation outlining architects proposal regarding feasibility study on remodeling Fowler School site. Total fee for study is $1,450.00 and Tigard Development Corporation is requesting City to fund one half of the cost. City Administrator reported school district has not had a recent appraisal of site, however, the appraised value could be in excess of $300,000. 7. AUDIT DISTRIBUTION (a) The auditors have prepared a management letter, which City Administrator distributed and will discuss at neat Council study session. The 1972-73 audit will be presented for Council acceptance at Oct. 22nd Council meeting. Page'2- Council Minutes - October 15, 1973, B. MERCHANT POLICE ', (a) Council and staff reviewed proposed ordinance and requested City Attorney to make the following changes; exclude casual or occasional investigation in City;'license-fee is to be for the business only and not for each employee; vest approval of application with Police Chief and provide provision for right to appeal 9. OTHER ITEMS. (a) Tigard Employees Association requested Council declare December 24th and December 31st a holiday for all personnel. Council suggested employees arrange to use vacation or`other time off, ,and the office remain open. (b) Jack Park - Staff reported no response to call for bids for grading and excavating Jack Park. City Attorney recommended authorizing informal quotation and have low 5bidder,put up bond and execute contract. (c) City Administrator repor3ed Ernie Campbell, Building Inspector had submitted his resignation, effective November 1, 1973, and that City' will fill his position as soon as possible. (d) R.I.D.E.rProgram- City has been informed that other funding, at the same level, as had beer. anticipated is available to continue the-R.I.D.E. Program through December 31, 1973 and that further funding to extend the program fo. another"6 months is expected.` (e) Annexation - City Administrator commented' annexation petitions have been received from'a portion of the Derry Dell area and that staff will process and have ready for the next meeting. 10.
