sideration.

3.- Annexation S.W. Gaard= & Pacific Highway:
<al City Administrator raported- annexation pa ions were Wing

circulated in this area and would report on devolopwants at

(b) City Administrator also commented the annexation petitions
along S., Pacific Highway and S.4: 69th had hon pre cc ssad
and would be on next Council meeting agenda.
4. Variance Refund`-- Joe Chamberlain - S50.
(a) City Planner recommended refund of $50. Council concurred.
5. Zoning Revisions Relating to Comprehensive Plan
(a) City Administrator discussed with Council zoning revisions to
meet the comprehensive plan. As the comprehensive plan is a
very loose interpretation of land use it does not give a
specific zoning plan. To refine the plan it was the Admini-
strator's recommendation that detail planning by arenas b.e
initiated by the Planning Department. It was suggested that
the concept of. developing 7 -- S areas as neighborhood plans
be completed within the next two years. This would produce
a revised comprehensive plan. The ultimate goal would be to
bring zoning into compliance siith the comprehensive plan.
Council concurred in this general approach.
6. Sewer Permit Allocations
(a) City Administrator reviewed his memorandum to council with
respect to allocation of sewer permits.
(b) George Penrose, from audience, testified that further con-
sideration be given to allocating a larger percentage of
permits for residential development.
Ray Martino', Travers & Johnston submitted a study for
Council perusal.
(c) Council and staff discussed proposed allocations and re-
commended city allow 16 residential sewer connections and
31 industrial-commercial sewer connections. Council

cyman Bergmann stated he had talked to Dr. Charles Samuels
and Allan Paterson regarding`Council vacancy and both 'indicatnd
their willingness to serve. Chairman Bergmann and Councilman
Cook recommended Allan Paterson. Councilmen Moore and Norton
did not concur. Council to consider further.
B. other Business
A. Councilman Cook requested status of B. O. R. grant with;respect
to land acquisition. Nick fiiebert statrd reports have been
filed and program .is on schedule.
B. chairman Bergmann commented that the contractors who were dig
c.ng up the'streets were not doing a satisfactory job of repair.
