3. APPROVAL OF MINUTES, November 10, 13, 16 & 20, 1972
(a) Approved as submitted.
4. WRITTEN COMMUNICATIONS
(a) Letter from Governor Tom McCall regarding use of revenue
sharing money.
Letter from Mayor Lloyd Carroll, of King City, regarding
resolution supporting and endorsing` Governor's tax
program.
Letter from Tualatin City Administrator, Yvonne Addington,
expressing appreciation for drug;seminar presented by
Sergeant Dean Cawley.
5. APPROVAL OF BILLS: $19,177.57
(a) Motion to approve: Councilwoman Paisley, seconded by
Councilman Bergmann.
Approved by unanimous vote .of Council.
6. APPROVE OREGON LIQUOR APPLICATION, D.B. LICENSE, Coach House
Restaurant, Inc. 14455 S.W. Pacific Highway, Canterbury Square,
Tigard.
(a) City Administrator stated Police Department had reviewed
and recommended endorsement.
(b) Motion to approve: Councilman Norton, seconded by
councilman Bergmann.
Approved by unanimous vote of Council.
7. AUTHORIZE EXECUTION OF SEWER CONTRACT BETWEEN JOHN FREEMAN AND
CITY OF TIGARD.
(a) City Administrator explained the property was not
located within the City limits and recommended contract
be executed by City, subject to approval of City Attorney.
(b) Motion by Councilman Moore to authorize execution of the
contract by Mayor and City Recorder; seconded by Councilman
Norton.
(c) City Attorney pointed out several items in the proposed
contract that should be amended and suggested contract
ba rewritten.
(d) Councilmen Moore and Norton withdrew motion and second.
(e) Motion by Councilman Norton to table to December 11th
council meeting, seconded by Councilman Moore.
Approved by unanimous vote of Council,
B. AUTHORIZE CONTRACT WITH WASHINGTON COUNTY FOR R.T.D,E. PROGRAM
(a) City Administrator recommended tabling to next Council
meeting as WashingtonCounty legal counsel is redrafting
the contract„
(b) Motion to table to December 11th Council meeting: Councilman
Moore, seconded by Councilwoman Paisley.
Approved by unanimousvoteof Council.
9, ZONING ORDINANCE AMENDMENTS
Proposed amendment to City of Tigard Zoning_Ordinance section
140-1, 140-2, 150-2 and 155-1 (Chapter 18.28.010 (15); 18.28,020
(13) & '(29) . 18.32,020 (a),- 18.36,010 (15) Tigard Municipal'Code)
to place theaters and "restrictive.'patronage" uses .into conditional
use 'provisions and delete said uses as authorized outright
permitted uses.
Proposed amendment to City of Tigard Zoning Ordinance to amend
Section 270-8 (Chapter 18`.92,060 (8) Tigard Municipal Code) to
add a conditional,use renewal fee of $25, to the application
fee schedule.'
(a) Motion to set public hearing for 8:00 P.M, December 1.1, 1972:
Councilman Moore, seconded by Councilman:Norton.
Approved by unanimous vote of Council,

portion of Robert Fletcher"s position, Term will expire

(b) Motion to appoints Councilman Bergmann, seconded by

(c) City Administrator, stated he would be prepared to
recommend additional appointment at next council meeting

OTHER BUSINESS
A. City Administrator stated a letter of appeal has been received
from H. A. Anderson with respect to Planning Commission denial of
conditional use application for outside storage, City Administrator
recommended Council set public hearing to consider the matter,
(1) Motion to set public hearing for 8:00 P,M. December 11, 1972:
Councilman Norton, seconded by Councilman Moore,
Approved by unanimous vote of Council,
B, Councilwoman Paisley recommended city staff, Planning Commission
and Council review Tigard Zoning Ordinance, specifically for defining
a one-story or two story dwelling.
C. Councilman Norton inquired if there were any violations or forfeiture
of deposits for political signs. Staff reported no violations,
Da Councilman Norton inquired as to status of S.W. Gaarde St, improvement.
City Administrator reported work on off-ramp had not been completed.
