with a 50' right-of-way. council also approved the installation of
circuitry for street lights (which could be added later) . 'council:

undergrounding. ,Mayor Larsen and Councilman Moore_ voted for "no
sidewalks"'. Councilman Cook and Norton voted for sidewalk`installation
on ''one side only". Council set matter over until Councilman Bergmann
returns to break the impass.
Sewer Permits: City Administrator reported on trip to Medford to rivet
with D.E.Q. Board. U.S.A. to propose an ,interim permit restraint
program prior to August 13th,< at which time D.E.Q. will act.
Slielter House - Cook Park: City Administrator. stated the ramada or
shelter house at Couk Park was inspected by City staff. It is staff's
recommendation the building be closed off from public use. - city
Administrator recommended withholding any action until after Town
& Country Days and then have a structural engineer make an inspection.
Council concurred.
Planning commission Appointments: Council recommended appointment
of Charles w. Frazier., Alan W. Mickelson and Edna N. Sakata, city
Administrator to contact applicants and to prepare a resolution
appointing those individuals for the next Council meeting.
Gaarde Street Alignment: Mayor reported county working on road
classifications and one area of concern is this particular intersection.
City has received state engineering maps for modifying intersection.
City to take no further action at this time.
Park Donations: Donations requested by City for park usQ was discussed
by Council and staff. Council requested the letter and permit be
reworded but staff may continue to request donation.
Town and Country Days Permit: City Administrator reported beer pertrit
had been requested as well as a permit to sell wince. Council agreed
to beer permit only. Council also reaffirmed its position that the
Exploror Scouts were the authorized users of the CokQ Shack for
Town and Country Days.
Parking on 99w: City Administrator stated Police Department had received
written complaint regarding parking in right-of-way on 9967. Administrator
suggested Council establish revocable permits to occupy state highway
right-of-way, with City reserving 3-4 feet for pedestrian :walkway. City
Administrator to set up procedure and review with City Attorney, and
if possible to issue such permits where warranted.

City Administrator Comments: Council rFaffirmed with City ,Ndminist:rator
the study sessions are to be informal and council ,,?ill not transact any
business. The August 6th study session was cancelled. City Administrator
Clark reported On Tigard high"School S.I.G; Program (Students Invoivad
in Government). Staff" has made tentative commitment to use some of
the students during the next school year.
Incinerator Roof: Council authorized City Administrator to proceec
with,plans to cover the school incinerator located at City shop
site and to bring proposed agreement with School District into being.
City Administrator reported George Penrose has volunteered to assign
his 'commission from sale of property at 9020 , ,tt*, Burnham, over to
the City and will thereby reduce the cost of the,property to the City.
Councilman cook requested background on removal of 'west Coast Furnishing
outdoor sign. Staff reported sign is non-conforming and owner will
have to replace with a conforming sign.
