SPECIAL MEETING NOVEMBER 16, 1972, 41.-00 P,M,

Absent: Councilwoman Carolyn J. Paisley
Special meeting was duly called with common consent of Council
for the purpose of discussing the Gaarde Street moratorium_
City Administrator stated he had been reting with the four
developers and a representative of the State Highway Commission
in an 'effort`to reach an agreement regarding their share of the
improvement of the Gaarde'Street intersection. Four developers
(SIJ Development Corporation, Quadrant Corporation;, Columbia
Custom Homes and Culver Construction Co,) jointly wrote letter
to State Highway Commission stating they will do construction --
and rock work for off-ramp and 'frontage road, if the State agrees
to do the paving, striping, and signing provided the City will
lift the moratorium. State Highway Commission representative
indicated this proposal is agreeable to them and will sign city's
agreement if the Council releases the`moratorium< State and
City Agreement provides for work to be completed by December 16th,
(a) Motion by Councilman Norton to lift the moratorium
subject to execution of the agreement between the
City and State Highway Commission;'seconded by
Councilman Bergmann,
Approved by unanimous vote of Council present,
Mayor Larsen stated the lifting of the moratorium should
be done by o.-4inance and called a special council
meeting for November 20, 1972, 7:30 P,M, City Administrator's
office.
Council and staff discussed possible legal action against Sli
Development who has rented apartments in violation of the Uniform
Building Code and Subdivision Compliance Agreement. Council instructed
staff to enforce ordinance and to take necessary legal steps to
cite for willful disregard of law.
