MEMORANDUM
TO: CITY COUNCIL

Subject: MONTHLYPROGRESS AND STATUS REPORT
1. PAYCHECK ENCLOSURES: This year for the first time we have
prepare a s ry .of City paid benefits for enclosure with
the :employees year-end paycheck. It is rather enlightening
to translate the various benefits including vacation, sick
leave, coffee breaks, etc. into their dollar values, for
presentation to the employees. Most of us take these kinds
of things for ,granted and forget about their true cost to
the taxpayer.
2. CRAG CAUCUS: Remember Thursday evening, January 13th, is the
daTe or a Caucus of the Mayor's in Washington County to
select a 'representative to,.serve for us on the Executive
Board of CRAG as well as a representative for the Metropolitan
Service District. The meeting is scheduled to start with 'a
social hour at 6:30, dinner at 7:00 and hopefully adjournment
by no later than 9:00.* 1 would suggest that we, all ride in
one car leaving City Hall at 5:30. 1 will _need to know whether
you will be going by Monday evening in order that we may notify
the Restaurant of the mbar of places to set.
3. TIGARD ASSEMBLY OF GOD TION: I conveyed the
Council ion reg rry- .11 island problem to
the pastor of the Ass of God Church who accepted the
position gracefully. In the seme conversation he indicated'
j that he had met with Bill Heppner and six of his "followers".
Pastor Binkley indicated that he had been rather forthright
i with Heppner and thst Heppner's followers seemed to realize
that maybe Heppner did not know what he was talking about
after their discussions. According to Binkley, Tony Maksym
was also in attendance and defended the City Council and
ayself rather nicely with the Heppner group. We'll see what
the Boundary Commission does with it next Wednesday evening!
4. GAARDE STREET OFF-RAMP: bast Thursday the paving was completed
on the new o -ramp, he signs have been installed and the road
is being used. I met with the Highway Department Officials
late Thursday afternoon to review the possibility of extending
the one way street southerly on the frontage road to the main
driveway entrance of the Canterbury Square Shopping Center.
It would appear that closing the north entrance to the Shopping
Center would considerably reduce the possibility of somebody
turning 'left in -the wrong direction and would also stop the
traffic coming off the Highway from cutting at an angle through
the Shopping Center parking lot, thereby ruining its pattern.
John Cook feels that this is a practical solution and the State
is further studying the matter before acting.

5. 112th STREET: I have asked Nick to apply all pressure possible
$o �art to have him patch the one area on 112th that had
its curb replaced in order that we may accept the street,
complete the signing, and thereby make the iterim improvements
complete.
6. 1972: It's been a good year! In reviewing the past year I
feel we have made substantial progress within the Community.
Our priorities were well founded and our accomplishments really
ratherremarkable. I; particularly wish to thank you for your
support and leadership, without it very little, if anything, ',
could be accomplished.
I am looking forward to our Priority Session on the lr. I
think you will agree that our challenged are even greater in
s 1973 and that our potential accomplishments are gradually
providing a better image for the City. Keep up the Good Work!

This December wo vier a only open 18 days because of the snow and the
holidays. During those days we checked out 1699 adult books and
556 juvenile ( $/3 as many) for a total of 2255 as commwed to the
December of 1971 and its total of 1791. A rather large increase
for a dead mouth. Fines collected amounted to $34.09 ($26.69-1971)
and new cards= $33,00 (31.3.00- 1971). '�r� in our poor months we
are averaging 125 to 1,550 books a. day® and January is startinn out
the acme way. We grow orad groat.
