Having not had a study session this last week I will confine most
of my comments to items on the Monday evening agenda. I would recommend
that we meet at 7 :00 P.M. so that we have an opportunity to discuss a
couple of things prior to the beginning of the regular meeting.
1. Recognition of Lucy Mayernik and Dee Paterson. Framed copies of
the original resolution have beenre ared for
p p presentation to both
Lucy and Dee for their respective efforts in the community. I have
set this early in the agenda in order that they will not have to
set through the prolonged hearings that we expect on at least one
of the zone change items.
2. Planning Commission Appointment. The Planning Commission Screening
Committee, composed of George Lewis, Floyd Bergmann and myself have
interviewed a number of prospective candidates. At this time our
�- recommendation is to appointJerry Corliss, proprietor of the Tigard
Machine Works, to fill a vacancy on the Planning Commission. Our '
endeavors to find somebody to fill the out-of-city vacancy have
come to a temporary standstill. Inasmuch as several people have expressed
a desire to seek additional citizen input from the Little Bull Mountain
area, I'm attempting to secure the names of potential members from that
area for the committee to interview prior tO our making a recommendation.
3. Portland General Electric Franchise ordinance. At the time of
dictating this memorandum '(Friday, September 8th) we are somewhat';in a
doubt as to which is the proper legal form to pursue. Fred and Derryck
have met with Portland General Electric attorneys and have developed a'
franchise for the City of 'Sherwood which is acceptable to the utility
company, however, the material' provided to us by Fred's office does not F
seem to be compatible with the ordinances, we already have on the books
z and I am therefore not able to enclose in your folders over the weekend
a 'copy of the ordinance to be considered Monday. It will either have
d to be an amendment to our existing franchise ordinance or an entirely
new ordinance that will be a substitute for the existing ordinance'.
I will handle this under other business Monday evening.
4. Fred has prepared an amendment to our 'business license ordinance to
handle the issue of adult bookstores and other related activities. You
will note the ordinance leaves the amount of the fee blank. This is
one item that I feel 'should be discussed at our short study session
prior to the meeting Monday evening.

5. In your folders is an ordinance that repeals the sewer charge ordinance
currently on the boo}cs. This does not in any way effect the ordinance
covering in lieu assessments which will still be controlled by the
existing ordinance on that matter.
6. Subdivision Compliance Agreements. Enclosed in your folders are
several copies of our standardized Subdivision Compliance Agreement.
Monday evening we will have the preliminary plans and be prepared to
discuss the authorization for execution of these agreements covering
the Burnham Park Subdivision which is located north of the ;Tillage Glenn
Subdivision on Ash Avenue, the Pathfinder Subdivision located south
of Fonner Road somewhat south and west of its intersection with walnut
Street, and the Sandburg Street Industrial Subdivision which borders 1-5
and is the location of the Hyster, Investors Insurance, and Oregon
Toro Developments.
7. Zoning Items. Fred does not have the final ordinances prepared
for the several zone change amendments on your agenda for Monday evening.
Two of the items involve a change in the zoning ordinance: 1) to return
the final policy making role with respect to Conditional Uses
to the Planning Commission, and 2) to increase the minimum lot size from
7,000 square feet to 7, 500 square feet in order to achieve better conformance
with our Community Plan. Also on your agenda are two public hearing items
regarding a conditional use and zone change respectively. The conditional
use will be for Coe Manufacturing for outdoor storage. The zone
change will be a City initiated effort to standardize the zoning in the
A, southern portion of the triangle near Lamb Weston and Farmers Insurance
to Commercial Professional zone. We anticipate Farmers insurance to
take a position of being generally in favor of the concept but being a
concerned aboutthe timing of the zone change. -I have 'discussed`this
matter with Bob McClintock, the regional manager for Farmers, who
indicates ;they are in the planning stages for a substantial development
on their property, and wish to delay the zone change until the completion
of this effort:
8. New Employee: The Police Department has hired Bonnie Hewitt to
fill the vacancy created by the resignation of. Sally Lockwood as 'a
Clerk` Dispatcher.
9- Joint 'Study Session with Planning Commission: I'm recommending
'ch t ire have another joint study session with the 'Planning, Commission
this 'coming Tuesday evening to discuss the City's street improvement
policy in order that we can more effectively'deal with our adopted
}w policy of adequate urban facilities coinciding with the development of
land.
10. Police Department Traffic; Enforcement Program. As you may have
y noticed in the Tigard Times or heard on KEX radio;the Police
Department is now announcing in advance its radar locations in an effort

to create a better public image of our traffic enforcement. They are
also endeavoring to provide some specialized traffic service to some
_ of the problem neighborhoods experiencing speeding problems.

11. Monday, September 18th Study Session. As you are aware, I am
planning on attending the international City Management .'association
Conference in Minneapolis September 17th through the 21st. obviously,
I will be out of town on the Monday evening normally scheduled for a study
session, however, I feel that you may well wish to proceed with the
study session and I will be happy to prepare an agenda for you. If you
would rather pick an alternative date, please let me know Monday evening.

MEMORANDUM

Subject: Monthly Report
The work has been completed on the radio base station and antenna.
These modifications have greatly improved the efficiency of the T
equipment. The mobile-to-base communication range has been
extended to many areas that were not possible in the past and the
expenditure for this modification is in my opinion well justified.
Sergeant Cardwell has resigned to accept a position with the Cottage
Grove Police D partment as a Senior Sergeant. His resignation was
effective as of September 30, 1972.
_ Due to the resignation of Sergeant Cardwell, Officer Dean Cawley 4
will be promoted to Sergeant October 1, 1972 to fill the vacancy.
Officer Cawley is in the number one position on the eligibility
list and meets all the requirements for promotion at this time.
I am confident that Dean will be quite capable of filling this position.
In reviewing the recruit eligibility list, I have selected John R.
Boomer, who at this time is number one on the list, to fill the
vacancy created by Officer Cawley's promotion. John Boomer has been
with the California Highway Patrol for four years. He holds an _
intermediate certification 'in California, which is the same as our
intermediate certification under the State Boa<d on police Standards
and Training. This young man meets all th�2 requ"rements for appoint-
ment, and his background will be a valuable addition to the department.
Due to the resignation of,Sergeant Cardwell, rI am placing the Services
Division under the control of Administrative Services, which is under.
„ a the command of Lieutenant Edwards. This change in`my'opinion is a
logical one and places the services in the proper:position of the
departmental operational structure. This chanyo also releases a
-Sergeant of the division command assignment whereby hr. can devote
more to patrol development and line supervision.
The control aspect should improve in both services and patrol
divisions due to these changes. I have also elected to move Sergeant
Rea to the Patrol Division Commander assignme,t and Sergeant Cawley
will be assigned to work narcotic and vice intelligences _~
The department is, at this time, developing a training progran, for the
services division personnel. This training is prompted by systems
"re-design and new personnel.

We are still developing information on the Joy Theater and keeping
it under surveillance for any violations which are punishable under
_ the law. Under the criminal code, as it is written at this point in
time, it allows activity which is offensive to the dignity of the
community. Subsequently, we will keep this operation under close
observation in hope that it will not progress into a similar problem
that Portland is experiencing at this time,
Lieutenant Edwards is working on school program schedules at this
_ time and I hope to see this develop into an ongoing activity within
our community.
The Police Reserve organization is building its members again and
at this time there are 10 sworn members .in that unit. The reserves
_ are under the direct control of Reserve Sergeant Merrill at this
time, Sergeant Merrill has developed several new administrative
procedures and controls for the reserves as well as the use of
training outlines adapted from the material used at the police
academy.
Due to the size of the reserve force at this time, I am going to
promote Sargeant Merrill to the reserve Lieutenant_ po:;ition and
Reserve Officer Hesketh to the Sergeant position as provided by ordinance.
The above mentioned reserve officers have devoted much time to the
department and training and warrant promotional consideration at
this time.
