Stevens, Thompson and Runyan's test regarding coagulation in the primary clarifier has still been inconclusive and as a result, the digester capacity and the layout of the sewer treatment plant was changed considerably. This month we reviewed the preliminary plans with the Depart- ment of Enviromental Quality and they seemed quite satisfied with the results. 3 C. On December 19th, 1969, the Department of Enviromental Quality y held a hearing for water standards in- the_Tualatin Valley. These standards, in general, could be summarized by saying g that'plants will have to have tertiary treatment before dump- ing into the tributariesorthe Tualatin River. As ;yet, these standards have not been adopted but I am quite sure that they will be adopted in the near future with a few minor 'changes. Also, it is anticipated that we will receive a policy statement from the EQC as to how these standards will ;apply to the City. The unknown factor at this time is the creation of the unified sewage district of Washington County. D, The December flow was almost 'double that of November. This has caused a decrease in efficiency at the eplant :to 58%. One operational problem this month which affected the efficiency of the plant was the shut down of the second stage lift station. The motor to this ,pump was drawing about 8 amps over the rate eof capacity as -a result of a bent 'shaft and 'worn sleeves. This overload in amps caused the electrical panel to burn out. The pump'and 'panel are `expected to be in operation by; December 12th,' 1969. E. We had no problems with digester 'plug-up during December, how- ever, the ph in the digester has been steadily declining and it appears that corrective action will be necessary by the additionof the line.. 2. PARR AND STREET DIVISION REPORT A. This month approximately 340 hours were put in on equipment repairs. (about 3/5ths of the manhours available in the street division) . The major project being repairs to the D-2 Cat. The cat was entirely rebuilt and the total cost of parts was $450. B. Vandelism to the "TERRIFIC" Tigard signs is still a problem. To date, two signs have been stolen, one of which was re- covered., C. No work was done on the Cook Park project this month. 3. ENGINEERING DIVISION REPORT A. Work is progressing toward a master set of drawings for the City of Tigard. The original set of 37 milars showing lot and street boundaries is now completed. One base set has been printed and will be utilized to plot building locations. B. An address survey of the City and adjacent areas is about 80% complete. The data was collected from Washington County records and updated with changes made by the City. Eventually, this information will be added to the master set of drawings for permanent records. C. Traffic Counts taken in December: PR STREET AT 1969 S. W. Commercial Hall Blvd. 1,596 S. W. Hunziker Street Hall Blvd. 3,006 ' S. W. Burnham Hall Blvd. 1,143 S. W. Burnham Main Street 1,395 D. Preliminary research has been completed on two possible annexation areas to be known as the Tigard Street Annexation and S. W. 115th & Gaarde Annexation. other preliminary r reports regarding annexations ,to the City of lands nearly encircled are also beingprepared. E. Preliminary proposals for a traffic study have been submitted to the City from Stevens', Thompson and CH2M. To date, these proposals have'not'been entirely evaluated. F. To date, none of the contracts with respect to the Bellwood, Creasmer, Brookway and Karol Court Subdivision have been comp le ted. G. L•ID PROJECTS % COMPLETE STATUS Derry Dell Sewer 30% Closed Down 98th & Commercial 96% 98th Street needs rock and oil. Repairs are necessary to Grant Street. Canterbury Lane 95% Clean up and sidewalks are Leron Heights Sewer 96% necessary.Clean up required. 4. PUBLIC WORKS DEPARTMENT A. The training class in First Aid with 17 students enrolled is nearing completion. It appears that 12 students will receive First Aid cards. B. The American Public Works Association has recently published a standard Prequalification Form for use by all governmental agencies in Oregon.
