County Service District The Washington County Board of Commissioners opened the hearing on the formation of the proposed County Service District last Tuesday, December 2. The statutes under which this action is being taken indicate that cities shall have the right to option their areas into the proposed boundaries. Fred Andersongs opinion originally was that the City Council did not have this right by resolution. His opinion, to my knowledge, remains the same today; however, he has concurred that, for the sake of time, we should forge ahead anyway with the stipulation that the resolution include language to the effect that the city resolves to be included within the district provided that it is legal. Enclosed in your folders is a copy of a proposed outline of ' agreement between the City of Tigard and the County Service District. it is my recommendation that we plan on staying in _ the sewage business by contract. Due to the complexity of this subject, I will attempt to make a detailed discussion of this,at your meeting Monday evening, including the preliminary N financial plan that was presented at the dinner meeting the night before Thanksgiving. 2. Planning Commission vacancies Enclosed in your folders are copies of the citizens inventory forms on several prospective members for the Planning & Zoning commission. My ;recommendation at this time will be limited to 2 of the 3 vacant positions. I believe we have two outstanding candidates, both residing outside the city limits of Tigard - one is Lew Goslin, -who is a Professor of 'Business Administration at Portland State University; the other is Bob Fletcher, Manager of the Tigard Branch of First National Bank. - ' i have yet to receive several inventory of citizen forms from additional interestedparties living within the city. I would -therefore recommend that we delay appointment of the third party until we have all information on all interested people. ,Another idea that has been discussed, that rather appeals to me, is the possibility of appointing a high school' student to fill one seat on our nine-member commission. Last night I had an opportunity to do an educational T.V. tape regarding the Tualatin Basin pollution problem with six high school students. Z informally discus;ed this possibility after- wards, and the idea very much appealed to them. It was their suggestion that a student to be selected for this position should be selected in the same fashion we select our adults; in other words, the student body would be given an opportunity to apply for this position by filling out one of our citizen inventory forms. We would then screen the applications and interview perhaps three so that we were sure that we were getting the most interested student. I am asking Fred Anderson to review the legality of using a student who is a non-property owner to sit on this board. I would also ask that you consider this so that we may dis- cuss it at our council meeting Monday evening. 3. conditional Use Review The Planning Department is currently undertaking a review of all outstanding conditional uses for compliance. Any non- compliance found will be noted and a letter to the responsible party sent. We will be reporting to the council regarding these situations at one of your meetings in the near future. 4. Purchase of Police Vehicles Through State Purchasing Department The State of Oregon surprised us this year by preparing speci- fications and calling for bids earlier than they normally do. Bids were received and awarded for Plymouth Fury vehicles at a base price bid of $2,121.72. We had indicated that we were interested in the following options which were awarded at the following prices: power 'steering, $75.75; heavy duty alterna- tion, '$1.5.45; insiderearview mirror control, $7.45; rear window defroster, $18.85. The total price will then be $2,239.22. Delivery time, 45 to ;60 days from the date of placement of the order. Monday evening I:'will ask you to review the State specifications and authorize us to place an order for two of these vehicles as budgeted. I am currently consideringthe possibility of selling my 168 Fury, which has 14,500 miles on it, with the -thought that if we can sell it privately for $2,000 or more, it would be good business to buy a third State vehicle so that we may proceed with our full rotational program in the` Police Department. Stevens, Thompson and Runyan began chemical coagulations tests in an effort to increase the primary clarifier efficiency. The results to date have been inconclusive. C. The final inspection was made of the Bonita- Pinebrook Sewer Project. The total cost of the project was about $65,000 of which $61,587.79 was eligible for matching funds. The Federal Government paid $33,873.00, the State of Oregon paid $15,396.00. Amounts due: Federal Government - $4,873.00; State of Oregon - $110.00. D. Problems have occured most of the month with clogging of the recirculation line from the digester. Plans have been made to change some of the Piping to prevent this :in the future. II. PARK. AND STREET DIVISION REPORT: A. Vandalism and destruction of public property were very noticeable this 'month. In they parks, we had 'damage to the electrical system and irrigation system. '' Also, we are having a problem keeping 4-wheel drive vehicles, motorcycles and horses from tearing up ,the grounds. The new "TERRIFIC" Tigard signs have been a choice target for other vandalism. B. Street sweeping at King City has been reduced to once per month.- Keeping the streets clean in our City has been a pro lem this month. This is because of`the amount of construction underway by the various utility companies and contractors. � s C. No work was done on the Cook Park Project this month. III. ENGINEERING: A.
