Approved by unanimous vote of Council. 11., AWARD BID - POLICE CAR (a) City Administrator reported two bids received as follows: Dell Ball Ford $2968.90 West-Way Chrysler $2836.46 (b) Motion to accept bid of Westway Chrysler in amount of $2836,46; Councilman O'Halloran; seconded by Councilman Bergmann. Approved by unanimous vote of Council. 12. AWARD BIDS - CITY INSURANCE (a) City Administrator reviewed two bids received for each type of coverage. Bids received for plate glass are as follows: Insurance Associates, Inc., plate glass, modified specifications to cover 9 plates in front of City Hall - $22,00 annual premium.. Marsh & McLennan - D. K_ MacDonald & Co., modified specifica- tions, $41.00 for three year policy or $21.00 first year; $12.00 second year, $8.00 third year; amended bid to cover all glass in City Hall, $74.00 three year premium or payable $37.00 first year, $22.00 second year and $15.00 third year. City Administrator recommended awarding bid to Marsh &McLennan D. K. MacDonald & Co. on an annual basis Motion to award plate glass coverage for all glass on basis of bid received from Marsh, McLennan - D. K. MacDonald & Co. on an annual basis; Councilman O'Halloran, seconded by Councilman .Bergmann. COMPREHENSIVE PLAN - PROGRESS REPORT (a) City Administratorreviewed progress made by citizens group and planning staff with respect to developing comprehensive plan. Council and Staff also discussed further development of plan. OTHER BUSINESS 1. ORDINANCE No, 69-73 - AN ORDINANCE REQUIRING DEPOSIT WITH THE CITY OF TIGARD OF FUNDS ESTIMATED TO BE SUFFICIENT TO COVER THE COSTS OF ELECTRICAL ENERGY AND MAINTENANCE OF FACILITIES FOR LIGHTING THE PUBLIC WAYS IN NEW SUBDIVISIONS FOR A PERIOD NOT EXCEEDING TWO YEARS: PRESCRIBING METHODS OF ACCOUNTING AND EXPENDITURE OF SUCH TRUST <DEPOSITS, AND DECLARING AN EMERGENCY. (a) Motion to adopt: Councilman O'Halloran, seconded by Councilman Larsen. Approved by unanimous vote of Council. 2. METROPOLITAN MASS TRANSIT (a)' City Attorney prepared opinion regarding Metropolitan Mass Transit District, Council postponed any action until after October;28th meeting of Transit District, Council requested' City Administrator send copies of attorney's memo to other involved' cities for study. 3. COOK PARK ROAD (a)' Councilman Moore requested status report on Cook Park Road,. City'Administrator stated rear completed, accepted and paid for by county, Acceptance of streets incityfrom county in connection with agreement has not been accomplished.
