21. PROGRESS PAYMENT #3 - O. E. A. Sewer
(a) City Administrator reported the contractor had been unable to
work because of weather conditions and there would be no payment.
OTHER BUSINESS
A. Mr. Al Hoffarber, representing the Tigard Development Corp. reported
the corporation wished to improve the railroad crossing on S.W. Main
Street and requested the City's assistance. Low bid received for
improvement was approximately $600. Mayor Kyle requested City
Administrator assist Development Corporation in working out details
for improvement.
B. Administrator reported Mr. Fields, of Coe Manufacturing Company,had
contacted the City regarding a proposed road facility that would
extend from Old Highway 217 and S.W. O'Mara to S.W. Hunziker. Proposed
street right-of-way would be 60 feet wide. City Administrator
requested Council guidance as to quality and style of road built.
Administrator suggested City request at least a 24 foot asphalt
roadway and have at least an 8 foot shoulder; road base to be 6
base rock; 2" leveling course and 2" asphalt. Council stated they
had no objections to the development and requested Administrator to
work with Mr. Fields.
Mr. Penrose stated he felt the road requirements far'Mr. Fields
development should be the same as for the other developers in that
the width of the road be 34". Mayor suggested that when roadway is
built and property is being developed City could require additional
street pavement and curbs. Council instructed City Administrator to
work out additional details with-Mr.,Fields.

l.. SPECIAL COUNCIL MEETING TO DISCUSS PROGRAMS AND POLICIES FOR
THE COMING YEAR
"ihe recent Council Meeting on January 6th I think was very fruitful.
It allowed an opportunity for all of uz to gain Netter insight into
the every day activities of the City's operation.
I do feel that it would be very useful, however, to follow up with
several additional special Council Meetings. One meeting could
perhaps be devoted to discussion of program proposals the staff
has developed and their related policy decisions. Another could
perhaps be utilized for a generalized discussion of the Columbia
Region Association of Governments and Tigard's role in that body.
2. GRANT STREET STORM DRAINAGE PROJECT
The staff has completed preliminary design work on the proposed
storm drainage project in the vicinity of Grant Street and Walnut.
It would be my recommendation that we hold an informal public
hearing on the 27th of January. This will enable property owners
in the area to give us an indication as to whether or not they
are interested in this project prior to your adoption of an
Ordinance declaring an intention to create a storm drainage district.

project prior to the 27th.
3. 1969-70 'BUDGET
I have requested the staff to begin preparaticn of their proposed
departmental budgets and have also started a review of our existing
pay plan and fringe benefits.
At this stage of the process, I am contemplating a basic change in
the pay plan that would provide abetter'relationship between pay
ranges and steps, and'also:make it symmetrical as well as uniform'
in percentage increases between steps and ranges.
4. REVIEW OF POSSIBLE FEDERAL MONIES AVAILABLE FOR'R7?SEARCH AND
DEMONSTRATION_OF =1 ;,ILTERING DEVICE PuR SLIVAGE TREATMENT
Merrill Haddon of our local aqua-tronics firm has developed a new
type of filter that he feels might have substantial implications
in:the future advancement of waste water or sewage treatment. We
have beenworking with Mr. Hadden :on the,possibility of obtaining
federal grants for research to improve and continue the development
of this filter. Once the filter is developed sufficiently we would
like to apply for a federal grant that would',fund a'demonstration
pilot program in our 'sewage-treatment plant. Though it is too
early to know the real benefit of this program,;it is conceivable
that this filter could increase our actual plant capacity, thereby
allowing the Tigard area to continue to develop rather than being
stymied by a decision of tine Oregon State Sanitary Authority to
stop additional: connections-to our system'.
5. PROPOSED ORDINANCES TO BF: CONSIDERED IN THE FUTURE
I have put together several prospective ordinances on various
subjects and have requested the City Attorney to draft these
proposals into ordinance form for your consideration in the near
future. The following proposals fall into this category:
1. An ordinance that would provide for systematic review and
classifiF -— Di circ City's records. This ordinance would
establish guidelines for the retention of our City records
for given amounts of time depending on the nature of the
record.
2. Subdivision, Street Lighting Ordinance. This is the ordinanc-
that we discussed several Council !leetings ago regarding Council
policy on the installation of street lights in subdivisions and
the payment for energizing these installations for a period of
two years prior to take over by the City.
3. Bus loading and unloading zones. Very serious consequences
caused by irregular stopping of the Tualatin Valley Buses for
the purpose of loading or unloading passengers has prompt_d
the police department and myself to request the City Attorney
to draft an ordinance specifying certain locations for the
loading or unloading of passengers.
4. Uniform Citations for Misdemeanors. The police chief has
recommended that we consider the possibility of a uniform
citation that would be usable for all misdemeanor offenses. -
I have therefore requested the Cit_v Attorney to review this
possibility as to its legality and practicability. At this
date he has informed me this approach is feasible and lie will
proceed to draft the required ordinance for your consideration.
6. PARK'BOARD
Ater meeting with the informally created Park Board '(Chicken
Barbecue`Committee) ,'I have considered recommending formal
appointment of a five man Park Board. In the near 'future I will
send to you a separate memorandum on this subject with recommended
guidelines for the creation of this g i.sory body.
