(b) City Administrator reported Police Department had

Council approval.

5. APPROVAL OF SUPPLEMENTARY AGREEMENT-BET CPN WASHINGTON COUNTY AND
CITY OF_TIGARD REGARDING DEVELOPMENT OF COOK PARK MARINE FACILITY. `
(a) City.dm.inistrator stated supplementary agreement
was prepared to clarify responsibility of the City
and 'County. According to terms of the agreement
the;:County.'is to construct the marine facility.with
Marine Facility ;Funds:that have been made available.
The City is to maintain and operate the facility_
after completion. The City's share of matching
fund reruirements under the B.O.R, Grant will be
th,.money 'expended by the County in building the
facility. There will be no money spent by the
City to construct the marina. administrator
recommended Council authorizeMayorand City Recorder
be authorized to sign on behalf of the City.
(b) Motion to authorize City Recorder and Mayor to sign
agreement: Councilman Moore, seconded by Councilman
Bergmann.

6. ORDINANCE NO. 68-81 - AN ORDINANCE AMMENDING ORDINANCE NO. 68-42 -
/City of Tigard Dog, Control Ordinance of 1968)

(a) City Administrator stated .mended ordinance authoriz.s'
the County to license, collect, and retain all fors
imposed under %,nimal Control Division. The ordinance
also provides for the City of Tigard to sign z cr,ntract
with ,Iashington -County for dog control services
within the City Limits. Contract for dog control
se.rvic:a, to be signed on behalf of the City by
I-V,yor. 'and C.i.ty 1,ecorde.r, was also submitted for
approval.

(a) Mayor Kyle read "letter from Mr. John Perry resigning

Mayor Kyle asked Council to make recommendation for
replacement at next Council meeting.
15. STAN ADKINS APPEAL REGARDING_'PAR:KING ,BY DAIRY QUEEN
(.i) Mr. Stair.Adkins requested Council reconsider action by
Planning ani Zoning Commission regarding;;the'parking '
situation at the Dairy Queen on S.W. Pacific Highway.
City Engineer reviewed past history of conditional
use application approved by,Planning and Zoning
Commission and stated'conditions imposed have been
violated. City`requested'parallel'parking on northside
of Dairy Queen along private driveway to apartment
comple;-. ' Mr. Adkinsstatesthere is a c =ference of
opinion as to parking. Council turned matter over to
staff for study and to prepare a recommendation for
next Council meeting. '

(1) Administrator. reported City had storm drainage problem in area of
Walnut and Grant. IIs .recommended Council authorize staff to
cure engi.n.nering and cost er,timntes for preliminary study. He
further commented .council's action would set policy for future
storm drainage projects.
(2) Motion by Councilman Moore to authorize staff to prepare preliminary
study'and wake '.r_ ccErmendation on formation of storm drainage
district; accondea by Councilman Knauss.

C. POLICE CP.R r BIDS
(1) °Administrator stated only one bid received in response to call'
for bids. Bid received from Wnstway Motors in Beaverton for '
52,64.5. for 1969 Plymouth Fury with 119 inch 'wheel base.- City
of Portland-Multnomah County bid is $2,107. per;.unit for 1969'
Plymouth Belvedar, 117 inch wheelbase. ,Administrator,and Chief
of 'Police would like opportunity to` check'over cars available
under City of Portland-Multnomah County bid before making
renommendation. Administrator stated if he could'get 'a good
trade-in, he is considering turninga the 1968 Plymouth marked
police car. - The unmarked car would be put`out on patrol and the
new tar would replace the unmarked car. M7tter was set-over' to
December 9th Council meeting.
D. AUTHORIZE MAYOR TO ATTEND NATIONAL LEA-UE OF CITIES CONVEPUION
(1) Mayor r--•uested City pay his transportation to attend National
'League of Cities convention inNewOrleans..': Transportation .for _..,
round trip would be $280.
