MINUTES FOR APPROVAL, January 8, 1968 (a) Approved as submitted 5. ACCEPTANCE OF BEAVERTON-TIGARD SEWER RELOCATION AND AUTHORIZE PAYMENT (a) City Administrator requested acceptance of sewer line and authorize payment of first installment in the amount of $4,283.23. Since the "as built" plans have not been received, if the City accepts the line, it should be with the provision that changes in the plans would not require additional easements. Attorney Aaderson suggested he be given an opportunity to` :review the Contract,,since recent legislation states a municipality,may not be.charged for the moving of utilities by the State Highway Commission.' (b) Motion to table acceptance until further legal advice received by Councilman Bergmann, Seconded by Councilman Knauss.- Approved by unanimous vote of Council present. 6. (c) Councilman Bergmann moved for Adoption of Ordinance; Motion died for lack of second. Reconsideration of rezoning application was therefore denied. 11. PUBLIC WORKS MAINTENANCE BUILDING (a) City Administrator recommended no changes be made in proposed public works building : 12. REAPPOINTMENT OF MRS. CHARLOTTE OLSON TO LIBRARY BOARD, Five year term expiring January 1, 1972 (a) Motion to approve appointment: Councilman Bergmann, seconded by Councilman Moore waas 2 1-22-68 Approved by unanimous vote of Council. 13. BUCHER REALTY SALES OFFICE (a) City Administrator, Council, Attorney, and Mr. Bucher discussed the unapproved movement of sales office into Glenwood Sub division (b) City Attorney suggested proper procedure for Bucher Realty would be to apply for Conditional Use and receive approval by Planning and Zoning Commission. (c) Motion by Councilman Ball to interpret Planning and Zoning Code, Chapter 110, Section 110-2, Sub-section Q to include a sales office as a Conditional Use in residential zone; seconded by Councilman Bergmann Approved by unanimous vote of Council. - (d) Council further discussed the fact Bucher's building was now in violation of zoning code and requested Mr. Bucher, Mr. Jerry Fuller and .City Administrator work out something agreeable to City. OTHER BUSINESS A. City Administrator recommended City apply for 702 .grant for detail engineering study of City of Tigard streets and Master storm drainage plan. City would interview 3 engineering consultants and make re- commendation to Council. Councilman Moore moved to authorize city staff to interview;engineer- ing consultants and make application for 702 funds. Motion seconded by Councilman Ball. Approved by unanimous vote of Council. B. City Administrator reported City.had received tentative approval from Washington County Park and Recreation Commission of ,funds in excess of $15,000. under the'Bureau of'Outdoor'-Recreation Program. C. City Staff is working on the personnel manual and hopes to have it completed by next Council meeting. D. Mayor Kyle requested Council make recommendation for three Budget` Committee Members at next meeting:' E. Attorney Anderson reported $200. had been awarded by the Circuit Court on the Bellanger easement condemnation for Pinebrook-Bonita Sewer. F. Mayor Kyle invited Council Members to annual CRAG meeting Feb. 2,;1968 G. Mayor Kyle reported on meeting-regarding Fanno Creek Interceptor at Beaverton. Washington County was'authorized to be applicant for 702 loan with the City of Beaverton named-as alternate. Motion by Councilman Ball to change City's agreement to designate ( Washington County as applicant. Seconded by Councilman Bergmann. Approvedby unanimous vote of Council. Adjournment 9:00 P.M.
