of proposed ordinance restricting racing.

Councilman Knauss.

5. AUTHORIZE, CALL FOR BIDS ON FAITHFUL PERFORMANCE INSURANCL-BOND FOR
CITY EMPLOYEES
(a) Council requested City Attorney to draw up specifications
for renewal of Faithful Performance Insurance Bond and
City Administrator to circulate bids. Bids to be
presented to Citv rouncil January ,8. 1968.

TO THE CITY RECORDER OF TIGARD' OF A FEE FOR
SEARCH AND CERTIFICATION SERVICES INCIDENT
TO THE CITY'LIEN AND BANCROFT BOND DOCKETS OF
THE,CITY,OF'TIGARD, AND DECLARING AD EMERGENCY.
(a) Motion to Adopt: Councilman Ball, seconded by Council-
man Moore.
Approved by unanimous vote of Council.
7. AUTHORIZE CALL FOR BIDS FOR PUBLIC WORKS MAINTENANCE BUILDING
(a) City Administrator displayed plans submitted by Phil
Balsiger' Architect, for Public Works Building, esti-
mated cost to be $12;000.00, and recommended Council
authorize call for bids. Bid opening January 8, 1967,
at 4:00 P.M. Cost of:construction to be paid from
sewage fund and beginning July 1, 1968, Public Works.
Department would pay rent for their portion of:build-
ing used.
(b) Motion to authorize call for bids: Councilman`
Bergmann, seconded by Councilman Knauss.

8. AUTHORIZE PURCHASE 3/4 'PON 1968 CHEVROLET PiCl-UP TRUCK
(a) City Administrator recommended Council authorize
purchase of 3/4 ton 1968 Chevrolet pick-up truck,
and sale of 1/2 ton sewer department pick-up truck
to public works department for $300. Purchase of
1968 Chevrolet pick-up would be utilizing Multnomah
County truck bid,
(b) Motion to authorize purchase of 3/4 ton 1968 Chevrolet
t utilizing Multnomah County Bid of $2,316.53 and sale
of 1/2 ton pick-up truck for $300.00 to Public Works
Department from Sewer Department: Councilman Moore,
seconded by Councilman Bergmann.
Approved by unanimous vote of Council.
9. AUTHORIZE PURCHASE OF D-2 BULLDOZER
(a) , City Administrator recommended L ty purchase used D-2
Bulldozer from Chehalem Valley Plurnu,ng for $1,800.
Purchase of equipment to be charged to the following
departments: State'Tax Street Fund, public works
department $500; Sewer Expansion Fund, $500. Park
Department, public works, $800.- Bulldozer would be
used for land clearing for park department, sewer
repair and street grading.
(b) Motion to authorize purchase: Councilman Ball,
seconded by Councilman Moore.
Approved by unanimous vote of Council.
10. ORDINANCE No. 67-80 -- AN ORDINANCE ANNEXINGTOTHE CITY OF TIGARD
LANDS OF COMMERCE DEVELOPMENT COMPANY, INC.
(Annexation #2) in Sec. 35, T1S, R1W, W.M.
Washington County, Oregon
(a) Public Hearing - 8:00 P.M.

(b) :Motion to Adopt: Councilman Ball, seconded;by Council-
man Moore.
Approved by unanimous vote of Council.
11. STAN ADKINS, BUILDER, APPEAL OF CONDITIONAL USE FROM PLANNING:&
ZONING COMMISSION, s. W. Pacific Highway, Map 2S1 2AC; Tax Lot 1800,
1900 and part of Tax Lot 1700
(a) 'City Administrator recommended,,City allow variance on
conditionaluse granted by Planning;and Zoning Commiss-
ion. , He stated Mr. Adkin's requested he be allowed to
construct a 3 foot access road on S.W. Pacific Highway
instead of 42 foot access. Change is necessitated by
State Highway Department approval process which would
cause` 3 - 5 month delay to developer.
(b) Motion to allow variance on entrance as proposed,`•with
arsmooth transition off Highway 99W and enforce previous
conditions of Planning and Zoning commission: Council-
man Moore, seconded
ouncilman;'Moore,, seconded by ,Councilman Ball.
Approved by unanimous vote of Council.
OTHER BUSINESS
A. 'Sheriff Warren Barnes assured the City of Tigard of,the continued'
cooperation of the Sheriff's Department and apologized for remarks
that were made at December 11th Council meeting by a Reserve Deputy
Sheriff.
Meeting Adjourned 8:30 P.M.
Informal discussion was held by Council and Mr. John Perry, Chairman
of the Planning and Zoning Commission. Among topics discussed were:
1. Rough draft of subdivision ordinance was presented
to Council for their review and comments.
2. Procedure for hearings from Planning and Zoning Commission
to City Council. Suggestion was made City Planner read
recommendation of Planning and Zoning Commission.
3. Recommend all applicants or their authorized representatives
be present for public hearings of Planning and Zoning
Commission and City Council.
4. Check into establishing property or funds for purchase of land
for city parks in new subdivisions.
5. Preliminary study on traffic pattern and official map ordinance
to prevent building in certain areas where easements, roads,
etc. should be built.
6. Completion of sign ordinance
