City Administrator explained this,was third time annexation
petition had been signed and been before_Council. City

18. PINEBROOK-BONITA SEWER INTERCEPTOR EASEMENT ACQUI.1I `ION'
(a) City Administrator reported he had obtained options on
-sewer easements from L. R. Davis $880.50; ,Henry„Clavery
$344.00; Jesse J. Snyder $300.; Adrian Kroese $600.
He further reported he had been unsuccessful in obtaining
an easement from Mr. and Mrs. Bellanger. Administrator
recommended condemnation proceedings be initiated for
sewer easement.
Motion to accept negotiated easements and initiate condemnation
proceedings on Bellanger property: `Councilman Moore; Seconded
by Councilman Bergmann
Approved by unanimous vote of Council present

early closing by manufacturer.

1. City Administrator recommended specifications for position of
City Planner be:changed to combination, staff and consultant..
Staff individual with college degree to act as trainee and
employ part time services of consultant planner
Motion to accept recommendation of City Administrator: Council-
man Moore; Seconded by Councilman Bergmann. Approved by
unanimous vote of Council present.
2. City Administrator discussed;possible construction of major
sewer line on Fanno Creek for Eastern Washington County;under
Tri-County Sewer Plan. Size of sewer line,under proposed plan
would be 60" along Pinebrook-Bonita Interceptor. if areas go
under Tri-County Plan, part of sewer lines would parallel.
City, Administrator proposedcity construct a` 10" or 12" line
for immediate relief in'Pinebrook-Bonita Area. City would
realize substantial savings by constructing smaller line and
State 'Sanitary Authority would be agreeable. City,would have
to renegotiate with contractor to change size of sewer'line
from 36" to;10" line.
Motions Authorize City Administrator "and City Attorney to re-
negotiate the Pinebrook-Bonita sewer interceptor contract to
include recommendation of City Administrator`made by Councilman'
Moore, Seconded by Councilman Ball. 'Approved by unanimous
voteofCouncil present.

3. Easement on the. Pinebrook-Bonita Interce for Sewer
By Council meeting time, we hope to have all the easements _`or this
project in hand. Several of the easements will bere;:cess of the
Council's policy of fifty cents per lineal foot. Where were
several large properties involved in the project and the location
of'the line necessitated cutting some of the parcels ratifier badly.
I have taken ,options on a.'few of these easements subject to
Council approval. I will review these easements with the Council
on Monday, September 11, 1967.

On the agenda for SeptezLer ll, 19G7, is the 'adoption of the 1967
Uniform Building Code. In 1963, the Mayor and Council adopted
the 1961 Building Code and amended the permit fee schedule in
1965. The "n form Building Code is updated on a three year cycle,
and the 1,9G7 Code is just'off the press. Basically, the;Code
provides for an updating in construction practices,, and no major
