It was moved by Councilman Bergmann, Seconded by Councilman Knauss and unanimously carried that Council authorize the City Administrator to reduce the Sewer Service monthly rate on the property of John Scheckla, '12296 S.W. The garbace operators in the Portland :Metropolitan Area are members of a union which has estabt_ish^d rates for thn new con-ain:er. system. These rates are in e^fect through-out the Portland Metronoli.tan .Area. The'City of Tigard has adopted as.part of its franchise the rate schedule used by-the union. It appears that the rates, except for minor change, in the schedule, . are appropriate. I would recommend that these be left,;js is exc,=pt for a minor change :which will be submitted by Mr. Frank. As to service provided by the franchise fee, it appearsthatthere are several complaints as to the schedule pickups. Dir. Franit has"indi- cated that;he has had a labor;problem in the past few months ;which has resulted in a high turnover of personnel. IIe anticipates that this labor problem has now abated'and that things will get bac?c to normal. From all indications, Mr. Frank has given gond service in the past and prior to his transfer to new eauipment, the ,garbage service has been almost complaint free. I would recommend 'at tills time 'that the Council direct Mr. Frank- to improve service to the residence of the City of Tigard and that'a further .look',be taken at the garbage situation in 90 days as to improvements made. 2. Stearns Complaint: `on ?December 12th, 19&=, I15r. Charms Stearns appeared before the council concerning a broken the drainage pipe, Pir. Stearns at'the mceLinct t-atcd that. this was broken during the construction of the S.W. Pacific highway sewer extension. An investigation has been made anO shows that the tile i s bro7 en water that is normally transported underground and 4 s now being transported above ground surface, This matter has been called to the attention.of the ,engineers on the project, Stevens and Thompson, and the' Contractor Di2tvorth Excavating. The contractor has requested that since he ground is,%so soft, he be. allowed to wait until the ground hardens before fixing the tile. Mr. Stearns has concurred in this action. In the intervening weeks, several items have been called to our atCention by questions asked .in the City Hall. I have therefore requested the Planning and Zoning_ Commission to have one more meeting prior to its being forwarded to the Mayor and Council for action. The next Planning and 'Zoning`Commission meeting will be a work session on January 12th and at that time it is expected that all necessary changes will be made and .it will then be forwarded to the Mayor and council.. 4. Citizen's Advisory Committee: on December 1.2, 1966, the Mayor and Council adopted tha proposal to establish a Citizen's Advisory Committee which would function in estab- lishing community stab-lishing-community goals and conduct various studies on present and future needs for the City of Tigard. It is anticipatedthat this committee would also serve as a sounding board .in aiding the Vayor and Council in decision making and informing the public. On December 12th the Mayor andCouncildirected a list be prepared of possible members of this committee. Attached you will find a list of 57 names, which I f.�lt might be interested in serving on this com- mittee.'
