personal matter, and the County has refused to do an y t_ciing
about the problem thereo
councilman Woodard- Mr. BennIi is here tonight and would
like to know what has been done regarding the City's
acceptane,it of.Se W, Lomita Avenue
Councilman. Bergmann- 1 move that we accept S. WLomita
Street as a City Street. Motion seconded by Councilman
Woodard. 'Upon ca`:" for votes the motion was unanimously
approved by Council, majority members bs•i.ng,present.
Councilman Bergmanns Mr, tihvatal, the auditor, has the
audit report:ready at this time. I would like an opportunity
to review the audit, and Mr. Chvatal will attend.our
November 8th meeting to answer any questions that Council
may have, regarding the audit:.
Councilman Bergmann, I would like to introduce our new
City Administrator, Robert K. Logan..
Councilman Shinn read the report from Chief of Police

Mayor Kyles I have'a report from Mr. Roney, Plant Superintendent.
The overall eif;ciency at the plant is 941:,
Mayor-Kyle: T testified at the public hearing last week in
Beaverton onthe1-:275, and i w'rould suggest that we advise the
State F:ighway Department of our -position in regards to 5-205.
Councilman Woodard: I: move that: rie advise the State Highway

Mayor Kyle% .I have a request from Mr. Jim Buxton, Model
Raceway, and he would like the Council's approval or a
bicycle rack in the street in front of his place oP business.
There is not enough room to park the bicycles on the side-,calk.
I-would like to turn this over to Mr. Logan and he can bring ,
back a report for our October: 25th meeting.
Mayor"Kyles We will now open the bids for the Sanitary
Sewers and Sewage Pumping Stations in the Bonita industrial
Area.
Attorney Anderson read the bids, and each bid was accompanied
by a bid bond in the amount of 51-1 of the total amount of the
bid, and all bids did conform to the specifications outlined
in the plans.,

CouncilmanWoodard: I move that weaccept the apparent low bid of
$57,165.96'providing'that the extension is verified, and that it
is approved by the Public Health Service, subject to approval of
the "industries served, and subject to right-of-way acquisition.
Motion seconded r- - uncilman Bergmann. Upon call for vote the
motion was unanimously approved by Council, majority,members -
being present.
Mayor Kyle: I have received a"bill from Everett L. Wiggins,
dated October 10,,;1965, '`and he has billed us for $2,300''.00
plus interest, making a'total of $2,401.00. If there are no
objections from:Council, I would .like to turn this over to our
City'Attorney.
I.have a copy of a letter from the Portland General Electric
Company in 'regards to a request from J.A. <Paterson for 'Street
Lighting in the "Meadows" Subdivision. I have not beer.'contacted
by Mr. Paterson so I do not believe any formal action should be
taken at this time.
Mayor Kyle: i would like to have Mr. Logan investigate,to see
where street lights are needed as we have several lights planned
in our street la-,}�'ng program.
Mayon Kyle:' We have a plot plan proposal from the Tigard Water
District for S.W. Meadow Street.
Councilman Bergmann: I. ,move that we;accept the Tigard Water .

Mayor Ryle: The plarsirig and Zoning Commission ha: recommended
to Council that we approve a zone cha'rga onthe property located
at 11865-67 S.W..Greenburg-Road, Tax Lot 4100, and owned by
Trevor Downes. The requested zone change is from R-•5 (Re_idec:cial)
to A-2 (Multiple Dwelling) .
Councilman Be C1CnFit .; 1 move that we set a public hearing for
October 25,1965, •-.0 6;GU p,M., and i:istruct the city Attorney
to draft an ordinance for the zone change from R--5 (itesi.dentai)
to A-2 (Multiple Dwelling) on the property located at 11865-67
S.W. Greenburg Road. Motion seconded by Councilman Woodard.
Upon call for vote the motion was unanimously approved by Council,
majority members being present,
Mr. Meig8-. We have been contacted by the Gerber ,company regard-
ing the industrial waste that they will want to dispose in the
sewer system.
We have a problem at the Industrial Park in securing ease
meats and in finding some lard for the pumping ,Station. I was
told by Mr. Prairie this morning that Mr. Lo :k. Davis, who owns
the property on Bonita Road, does not want to deal with the
city. We do have to get across their land as the plans flow
stand.
Mr. Meigs- Mr, .,%._•abs spent a half day looking at the lateral
sewer system for connection into the Paterson trunk, and one
job seems particularly unsatisfactory. He notified the Engineer
who designed the sewer, and we had ,a meeting with the Engineer
and pointed out what we felt was deficient in the construction
of -this sewer, and they agreed that corrections would be needed
before we could pass the sewer;.
The '"Meadow" and "Lawrence Bastion" sewers are completed and
it is difficult to inspect them.. I tal3ced to the Engineer
who designed those sewers and provided the inspection on them'
and he said "I know we should not have done them that way but
the owner was in a hurry"r
Mr. Meigs— We have a set of plans for the Buriwood Subdivision
at last.
I have been asked by the Tigard City Club to address them
on Wednesday rcgarding, the general problems in providing
utilities for annexed areas.
Attorney Anderson^ I have a new draft of the agreement with
the owners o: the South 'industrial Park. We have to have
the approval of the Public Health Service and the matter of the
easements must be taken care of before we can execute this
contract;
We have requisite certifications for the annexation of the
new.area which is coming up at the October 25th meeting.

Mayor Kyle2 If there are no objections from Council, I would ,
like to arrange a meeting with Mr. Davis tomorrow and try to
arrive at some agreement with him regarding the easements in
the Industrial Area.
Mayor Kyle: We will now have the paying of the bills
Councilman Bergmann- I move that we pay the bills. Motion
aeconded by Co:incilman Shinn. Upon call for vote the motion
was unanimously ennroved by Council, majority members being
present.
Mayor Kyle- I have a letter of resignation from Councilman
Shinneffective October 11, 1965.
We will accept recommendations for the vacancy at our next
meeting October 25 1965,
