and Attorney P. A. Anderson
The meeting was called to order at 700 P.M. by Mayor
Kyle who,opened the meeting with the pledge of'allegiance.
Mayor Kyle asked for corrections, additions or omissions
to the minutes of the meeting of September 13, 1965.
Nonebeingoffered the minutes were then approved.
Councilman Woodards I have a letter from Mr. Arnold <
Bennett of the Tigard Plaza regarding the disposition of
Lomita Road:
Mayor Kyle and Council discussed this matter, `and`it_was
decided that Councilman Klock would check with the County
and bring back a report to Council on October 11, 2965.
Councilman Woodard$ Johnson Avenue and Grant Street are
finished and the County did a very good job. I also had
the County sweep the oxcess gravel off S.W. 90th as I had
had several complaints.
I talked to Mr. O'Mara and they will not be able to
do anything about the storm sewers on Greenburg until
November.
Councilman Bergmanns The audit report should be ready,
by October 11, 1965.
Councilman Klock: We had a meeting with Mr. Meigs, City
Engineer, in regards to 'establishing'',a policy to avoid
problems in sewer specifications and connections, and Mr.
Meigs has a few suggestions.
Mr. Meiges I think the City should be aware of what is
going on. The City should be -informed when sewer systems
go in and what the cost will be if the City is expected
to accept these seVear lines at;a later date. The City
Engineer should hngJs ,.,lana and .specifications of these
proposed sewers and they, should be inspected while they
are being constructed. I will prepare an information
sheet to hand out to prospective contractors.

Councilman F.l.ocks I contacted Mr. Day, and he informed
me that he has purchased some property in Yamhill County,
and tie will move his building which is located at 1261,03
S.W. Great as soon as pos:eible.
Councilman Shinns I have a letter from the Tualatin Ruxal-
Fire Department (reading letter)
Mayor nyle We `,,iva :rec6ived a lettee'r. from Mr. Leroy Sant.ii
requesting a taxi ,r--.rvhise(reading letter). I suggest that
we postpone this uni:i:I Council takes action on the Taxi
Ordinance.
Mayor Kyles The City wrote to Mr. Everett L. Wiggins (zoad-
ing letter) last week: regarding liquidated damages for 23
days of over-time work at the Sewer Plant, We charged
Mr. Wiggins for 23 days P $100.00 per day, making a total
of $2,300.00, and this amount was deducted from his final
check.
Mr. Meigs. This morning I received a telephone call from
Mrs. Wiggins, who is the wife of Everett L. Wiggins, and
she had just received the letter from the City regarding
the final. payment. and liquidated damages on the Sewer Treat-
ment Plant, and she is very unlia.rpy about. this.
Mayor kyles We ha,4re been asked by the State Chairman of
the.United Nations -;:;:an, which begins October 24, 1965, to
appoint a local Chairman to issue a proclamation, and if
there are no objections from the Council I would like to
turn this over to the Chamber of Commerce or one of our
other Service Clubs.
Mayor Ryles I'have received a copy of a `letter from the
Tigard Water District which was written to the Metzger Water
District, and they have requested the Metzger.Water District
tosallow'them to go in and 'serve'the entire Bonita Area
and take over all the:present Metzger lines that are in
that area. They would then serve everything east of High-
way 99.
Mayor Kyles We have an Ordinance 65-28 providing for the
operation, control and licensing of taxicabs in the City
of+Tigard. If _.s e3 are no °objections from Council, we
will have the Ciry =:-nr3er read the Ordinance three times
by title only.
The City Recorder then read Ordinance 65-20 three times
by,title only, being an Ordinances PROVIDING FOR THE
OPERATION, CONTROL AND LICENSING OF ".',77C_ABS IN THE CITY
OF'TI ;.RD.

Councilman Bergmanr.s I move that we adopt Ordinance
65--26. Motion seconded by Councilman vloc.k. Rull call

Mr. Meigsx You authoaize.d us to advertiae for bids on
the sewer job for the Bonita Industrial Area. Wki
advertised lastM;t•lgy, and the bids will be, opened
October 11, 1.965,
do have had several questions from people wishing
to connect to the Metzger Sewer Service. We have re-
ferred these people to Don Prairie.
Attorney Anderson. The South Industrial Contract }las
been presented to me. Z was not in complete agreement
with the contract and have sent a letter of comment to
the owrners objecting to a'number of provisions.
The Council, Mayor .Kyle and Attorney Anderson discussed
the property of.John Scheckla on Main Street and Commercial.
No; action was taken on this
Attorney Anderson and Council discussed what could be
done to collect delinquent sewer service charges.
Councilman Klocka ;'love that we instruct Attorney Ander-
son to take the necellsazy action to collect delinquent
sewer service charges. Motion seconded by; Councilman
Woodard. Upon call for vote the motion was unanimously
approved by Council, all members being preselit.
Mayor Kyle% Thera will be a Public Hearing in Beaverton
on October 4th and 5th :in regards to 1.205. I 'am meeting
this week with the Mayors of Tualatin, Beaverton and the
members of ;the Commission.
