A, Woodard, Council.aan F. J. Cooler; F. ff. Bergmann; C. E. Klock, Sr. N. E. Johnson; and City Attorney F. A. Anderson; in acdit.ion Mr. G. R. Meigs of Stevens and Thompson The meeting was called to order b" Mayor Woodard at 7:30 P.M. The minutes of the meeting of June 22n6 of the Tigard City-Council were read and upon cail for corrections or omissions the following were offered: Councilman Bergmann: Page three the very bottom three letters were read rather than two, one coming I believe from Mrs. Lawson. Attorney Anderson: Page two the third last paragraph where it says "he made" should read "If']ze ;;,ade a bonafide mistake". On Page 3 middle of page to word "second" should be inserted before the word low bidder. Mayor Woodard: With these correcti.ons the minutes stand approved as read. of June 29, 1964, The minutes of the City Council and Budget :Hearing/were read and,approved as read. :Mayor Woodard: We Have three bids on insurance which the city Recorder will please read. Following the readinc3 of the bids City Attorney Anderson suggested that sample policies should be received from 'each bidder and that probably specifications should be formed so that everyone would be bidding equally. Councilman Klock: I would male a motion we turn these bids and p013.cies over to Attorney Anderson for review and recommenaat_on. Motion seconded by Councilman Cooper and upon call for vote the motion was unanimously approved, all Council members`being,present, Mayor Woodard: I have a letter from the Planning and Zoning Commission with regard to requested Zone Chanae on the Keeslina- Soeek property. (reading letter) Attorney'Anderson suggested"a quit claim deed should be secured for any portion of the land or road on which he understood there was an encroachment by the Johnstons or 'someone. After considerable discussion on this matter it appearing that it was progressing into a hearing it was the suggestion of C.ty Attorney Anderson that City Council set a date and time for hearing and that publication of the.'notice of such hearing would be sufficient in.accordance with the Zoning Ordinance rules and regulations. Mayor Woodard requested the Cit,, Recorder to read the letters from the Auditors w:tla respect to the price for doing the 1963- 1964 Cit:;,-. of Tigard audit. Councilman Cooper: Mr. Mayor I move we accept the low bid, being . that from Mr. King, motion seconded by Councilman Johnson. After discussion on the motion the question being called for,the roll call of votes`resulted as follows: Councilman Cooler, AYE; Council- man Bergmann, NAY; Councilman Johnson AYE; CouncilmanKlock NAY; Mayor Woodard, AYE. Motion engaging Mr. King as Auditor was therefore approved by a three to two vote. Mayor Woodard! Stevens and Thompson have asked me to address a letter to them advising them we will. accept an inspector of rm their employ on the j.nterceptor sewer and for the treatment plant. Discussion followed as to the cost and wages of the qualified resident engineer for inspection services after which Mayor Woodard asked Mr. Meigs if lie would'give him a letter telling us what the wages would be. Mr. Meigs agreed to give the Mayor such a letter thefollowing 'day so that he, the Mayor, could secure the approval of the Councilmen, which he did, having each Council- man initial the letter. Mayor Woodard: The next thing on the agenda is the wage scale for the fiscal year. 1964-1965 and according to the Budget I'am going to read them off and we can then vote omit. (I:eading - the wage figures from the Budget.) Following;the reading of the'" salary figures the question of the $1200.00 salary for the Mayor was discussed by,Councilman Klock, Councilman Johnson, Councilman Bergmann ,after which City Attorney Anderson suggested that when the new Council is organized, assuming new members will be elected the incoming Council m;v make their own regulations with respect to the Mayor's salary. Councilman Klock: I would make a motionthatwe accept the salary'` scale with the contingency that the ;100.00 be paid to the present Mayor for his term of office (a new one made from that tire on) Motion seconded,by-Councilman Johnson and upon 'call for vote motion was unanimously'approved by Council, all men4bers being present. Mayor Woodard: We have an amended'Ordinance on rededication in Walnut Place. Attorney and6rson explained the reason for the amended Ordinance and suggested that Council could pass this Ordinance by reading - -- the ,title only three times, if no Council member requests the Ordinance to be read in fcfll. REPORTS OF COU:CILMFN: Councilman Bergmann retorted t;',at Mr. Cooler had notasyet turned over the letters referre^ to in the last meeting. Councilman Johnson rejorted the State Highway i:acl been advise' of the new ruling on parking on Highway 99 at McKenzie beino 25' in each direction and that- he- will relocate i_he signs'. Councilman Bergmann read letters from, Chief Bachelor with respect to handling Falice calls at City Hall and also jol:i.ce escor t,service j rove ded at funerals. . Councilman Johnson read a letter from West Coast Furnishing Cc . asking; that a no parking area and loading zone sign to be installed on Pacific Highway, from a point beginning at the intersection of Pacific Highway and Higiway 21:7 east;150 Feet also on Highway 217 from a_;point beginning at the intersection of Highway 217 and Pacific Highway, north 150 feet. After some discussion Mayor Woodard suggest<:d -that Councilman Johnson 'check further on the matter. Councilman Klock discussed with Council the matter of the West Coast Telephone Co. going to expand their building on S.W. 'Main St. He read two letters that were received from the architect, one of which was with respect to the parking area and drainage site and the conclusion reached was that West-Coast :Telephone would be required to ray for the installation of the storm sewer.' Councilman Johnson called upon Park Supt. Councilman Cooper: I will make a motion that we accept Mr. Janoe as Assistant Plant Operator, motion seconded 1)- Councilman Flock and upon call for vote, was unanimously approved all Council i.,embers being present. Mr. Meigs of Stevens and Thompson advised he ilad telephoned the Public Health Service in San Francisco and they informed hire the ' letter of approval was in the mail but that he should not advertise for bids .intil he got the letter. He said therefore he would suggest that inasmuch as you are anxious to get cm.i.ng on this that you direct us (Stevens and Thompson) to advert%.se for bids as soon as the authorization.is received,and I can talk to Mr. Anderson and:set up the bid opening date. Mayor Woodard: I would suggest the Council go on record and give W.L. Meigs this authorization. Councilman Johnson: I move that the engineers be so directed. Motion seconded by Councilman Cooler and upon call for vote was unanimously approved, all members being ;present. Mayor Woodard: ` We will now proceed with the reading of the bills. Councilman-Treasurer Cooper then read the bills after which he moved the bills be paid. The motion was seconded by Councilman Johnson and upon call forvote was unanimously approved, all Councilmen being present. Councilman Johnson: I move we adjourn.
