City Council Packet - 02/10/1964 TIGARD CITY COUNCIL MINUTES OF MEETING FEBRUARY 10 1964_ Present: Mayor E. A. Woodard; Councilmen F. J. Cooper; F. H. Bergmann; C. E. Klock, Sr. and City `Attorney Fred. A. Anderson. Councilman N. E. Johnson absent. Mayor Woodard,called the meeting to order at 7:30 P. M. and requested reading of the Minutes of the January 27th, 1964 meeting. The Minutes were read and upon call, for corrections or ommissions, the following were offered: Councilman Cooper; On page 2, second paragraph, the dates should be February 7th to 13th. Mayor Woodard: On the roads to be surfaced, in figuring out what we had to pay there was only $16,000.00 left of which $1775.00 is to be paid on the resurfacing of the roads. I called Councilman Johnson about it. If there are no other_ corrections, the Minutes stand approved as read. Mayor Woodard:- We will now take up the Ordinance on the sewer. connections. (Mayor Woodard spoke on the Ordinance stating the charges at Knauss Chevrolet were $1862.00.) on the new basis it would be $700.00. _Even though we do have a little extra money it is always nice to have something to fall back on; I am wondering if we are not cutting that down too far. Councilman Klock: I don't think this is a cut; I-think the charges we have been making, the charges are so absurd we can't make anything;on what we are doing:" The majority of our hook- ups are not goiAg to come from business but business itself will increase with other residences moving in. From a 'review of the budget it appears that we can afford it, if we can't afford itthen I am for that particular thing. Mayor Woodard then spoke about the 'amounts contracted for against last year's budget and that all but $2500.00 should be taken out of this year's budget.' I want to give alittle'warning note whether we are right in doing this, if you feel that we are, why okay. Mayor Woodard: We will now take the ordinance on moving of buildings, Ordinance 64-3. The Recorder will,lplease read it in full and then by title only. (Ordinance 64-3 was then read as requested, in full and by ;title only.) -'I am ready•for a motion on theadoptionof this ordinance. Councilman Klock; I move we adopt, this ordinance 64-3. Motion seconded by Councilman Cooper. Upon call for vote a' roll call of votes resulted in unanimous vote of all Councilmen present. MEMOM Em E MEW, Mayor Woodard: We will now take up Ordinance number 64-2 in regard to sewer connection charges. The Recorder will -read the Ordinance in full and by title. (Ordinance number 64-2 was then read in full and by title.) Councilman Klock (questioning Attornev Anderson) A unit i.n the commercial; unit meaning building or entire premise. Attorney Anderson: It is the unit type premise. Councilman Klock: I would like to see that "building because here we could go into localized division. I would like that commercial to read $250.00 for the first toilet and $75.00 for each toilet thereafter. What I personally want is, I think we have taken in enough money and we will take in enough money to do it. Councilman Cooper: I suggest we table it for further con- sideration. (There was no second to the motion.) Councilman Klock: The charges are too high, it needs an adjustment; on each one of these do we make the adjustment on a, b, c or d. Mayor Woodard: We will let Attorney Anderson re-write this and we will see what we find. Mayor Woodard]: Is,there anybody here in regard to the annexation of the Willock property. (No response.) I would like to have ' the Council approve the Att rney writina up the annexation of the Willock property. Councilman Bergmann: I so move. Motion seconded by Council- man Klock. Upon call for vote the motion was unanimously approved,;by all Council members present,' being a majority. ' Mayor Woodard: I would like to have a resolution in the Minutes for the purpose of allowing the Recorder to be the third person to sign checks. We have been criticized because Mr. Cooper could not always be here to sign the checks. -r Attorney Anderson said it'would'be all right to have the Recorder sign. Councilman Klock: I;would;so make a motion that the Recorder could be an alternate for signing,checks in the absence of one of the regulars at Council meeting but only in'cases:of emergency. Motion seconded by Councilman Cooper. Upon call for vote:the motion was unanimously approved by all Council members present, being a majority. Upon request by Mayor Woodard, the Council granted authority to write a letter to the State Highway in Salem to let them plant the bank on the over-pass with ivy or shrubs to prevent erosion. MayorWoodard: This meeting on policies, there is one man missing, I was wondering if we could have that meeting next` Monday night, February 17th.. (This was approved by Council.) 2-10-64 -Page 2. Councilman Klock: In reference'where we have a considerable amount of road money to use on roads between now and the end of the year, what is done. Mayor Woodard: The County does it for us for cost. Councilman Cooper questioned how the news from the executive meeting came to be published and discussion followed between Council members with respect to the propriety of holding such sessions and Mayor Woodard stated ''on the other hand, you have something in the paper which is not right." .Mayor Woodard; In regard to hospitalization; we do not have that for our employees. I just was wondering whether we should include that in our discussion on policies, whether we would want it or not, generally they do have it. Mayor Woodard: We will now pay the bills. Councilman-Treasurer Cooper then read the bills, total $7191.88. Councilman-Treasurer Cooper moved for the payment of the bills motion seconded by'Councilman Bergmann and upon call for vote was unanimously approved by all Councilmen present. Mayor Woodard brought up the question of the Citypurchasing a flag pole and it was decided to get the measurements and put it out for bids. The matter of membership for the police officer in the Oregon Washington Lawman's Association was 'discussed,and Councilman Bergmann moved that Council approve the sum of $7.50 for Member- ship in the Oregon-Washington Lawman's Association. Motion seconded by Councilman Klock and;upon call for vote was unanimously approved by all members present. Councilman Cooper: I want to ask for the latest developments on getting the Washington County Sheriff's Reserves working on the two nights: Mayor Woodard: I think we should bring that up Monday night. Councilman Klock spoke about some juvenile disturbances in'Tigard. Councilman Bergmann:" I move that we approve the proposal for the method of selecting a patrolman. Motion seconded by-Council- man Klock. Motion unanimously passed by Council. Councilman Klock moved for,adjcur-nuent, seconded by councilman Bergmann. Unanimously approved by Council.
