MINUTES OF MEETING JANUARY 13 1964
Present: Mayor E. A. Woodard; Councilmen F. J. Cooper;
F. H. Bergmann; C. E. Klock, Sr. and Attorney
F. A. Anderson.
Mayor Woodard called the meeting to order at 7:30 P. M. and
requested reading of the Minutes of the December 9, 1963
Meeting. The Minutes were then read and upon call for
corrections or ommissions,' Mayor Woodard advised with respect
to the last paragraph on Page 2 of the Minutes, the date
should read July list instead of August lst. There being no
othercorrections the Minutes were ordered to stand approved
as read. "
Mayor Woodard then called for the reading of the Minutes of
the Special Meeting, held January 6, 1964. The Minutes
were then read and upon call for corrections or ommissions,
Councilman Klock requested, he would like his question, which
he had addressed to the Engineer inserted, being "If the
layout and the location of the sewer was planned by their
Organization to be the most'efficient,and most economical,
with no 'other problems governing it?" (The answer made by
the Engineer, Mr. Runyan, was in the affirmative.)
Mayor Woodard asked that a slip be typed with this information
so it could be attached to the Minutes of the Meeting of
January 6, 1964.
With this addition, Mayor Woodard ordered the Minutes to
stand approved as read.
Mayor Woodard: I have two letters from the Planning and
Zoning Commission. „ (Mayor Woodard then read the letters,
one with respect to the matter of the annexation of the
property of James Willock; the other, -the application of
the Southwest Investment Company for a Zone Changer)
In connection with the annexation of the property
Of James Willock, we have an Ordinance,_which will be
number 64-1, I will task the Recorder to read it in full
and then by title :only.
The Ordinance, number 64-1, was then read in full
and by title, being "An Ordinance setting hearing;with
respect to proposed annexation of portion of Frewing's
Orchard tracts, and 'directing giving of notice thereof."
Motion by Councilman Klock; I move we accept. this Ordinance.
Seconded by Councilman Cooper. Roll call resulted in the
following; Councilman Cooper, AYE; Councilman'Bergmann, AYE;
Councilman Klock, AYE and Mayor Woodard, AYE.c Unanimously
approved by all Members present. ',

A review of the request of the Southwest Investment
Company for the Zone Change followed and after some discussion
Mayor Woodard suggested that we table this for further study,
I don't think we are going to get any further; if the road
_is to be wider, we should give further study to it and come
up with something we can rely on.
Councilman Klock I would like to make a motion that we
accept the findings of the City of Tigard Planning and Zoning
Commission. (At this point there was no seconder to this
motion, and before any one could do so, further discussion
developed.)
Attorney Anderson: I would suggest you could table this for
future consideration, on the basis of the 50 foot right-of-way,
after,it has been decided this will be done.
Stan Adkins: I would like the Council to accept orrejectit.
" Attorney Anderson: I suggest you should not approve it
subject to a stipulation, you either take it or leave it.
Councilman Klock: I would now like to renew my motion,
that we followtherecommendation of the Planning Commission
and reject the Zone Change because of the lack of'a 50 foot
sight-of-way. Motion seconded by Councilman Cooper and
upon call :for vote was unanimously approved by all Members
present. -
Mr. O. _R.. Randall then addressed Council with respect to
his Zone Change application at 8975 S. W. Burnham Street.
Mayor Woodard;- The Zone Change has been turned down by
the Planning commission.
Mr. E. C. Phillips, President of the Planning and Zoning
Commission advised Council of the reasons for rejection
of the 'Zone Change.
Attorney Anderson then explained:excerpts from'his letter
of October 4, 1963 to the Planning and Zoning Commission.`
Councilman Cooper: The Planning and Zoning Commission
turned this down?
Mayor Woodard: Yes.
Councilman Klock: I make the motion we again accept -the
findings of the Planning Commission. Motionseconded by
Councilman Cooper. Upon call for the vote; the motion,was
unanimously approved by all members present. -
Mr. Albert Hoffarber and Mr. C. J. Hess spoke,with respect
to stop signs on Highway 99W at or, near the corner of Highway

Mayor Woodard: A letter was received fromtheState Highway
Department, by the Councilman in charge; the man is not here
tonight:' 'I think I can almost quote the answer we got from
the Highway Department. In regard to the corners, all of
them on 99W'and,#217, the Highway Department stated that
as far as they were concerned, there is no immediate danger
of any parkingrestrictions according to the traffic; that
they have checked and they see no_reason for changing any <
of this unless the Council would write them a letter and
request it and they would take it up and see what they could
do about it. He has that letter, so I can't,give you any
other details.
Mr. Hoffarber requested signs be replaced on 99W.
Mayor Woodard: We will get this letter and actually see
what it says and have Mr. Johnson take it up with the State.
Mayor Woodard: (Addressing,Attorney Anderson) Is there
anything on the Albertson's?
Attorney Anderson: I wrote them a letter but have no reply.
Mayor Woodard advised that Mrs. Woodward, of the Library
Board, stated that she is going to send a letter of resignation
and that he had talked to Mrs. Godfrey, who is a resident
of the City, that she would be willing to serve on the Board.
He requested Councilman Cooper to call a meeting of the
Library Board for January; 23rd, 1964.
Councilman Cooper: Charlie Janoe got specifications from
the Tigard Senior High School and as far as I `know in the
near future they will have 'about:36 feet of shelving 7 feet
high. I think that will be plenty of room to'take care of='
all the books now.
Mayor Woodard;' The Plant Operators Short School will be
held February 24th to 26th,' I would like to have the Council
approve our operator to go to this school.
Councilman Cooper: I move that we send our operator to
the Short School at Corvallis February ,24 to 26th. Motion
seconded by Councilman Bergmann and upon call for vote was
unanimously approved by Council,
Mayor Woodard: Ben was taken to the hospital this
mornings is it all right to get someone to help the man down
there, I don't think he should work 7 days a week. I will
have to;get somebody in there to help him. (By common
consent it was accepted as being 'necessary to;hire personnel.)

Mayor Woodard: We are going to have to hire a part-time
clerk in the office here for several reasons; one is that
the Auditor just got through with the audit and of course
this has caused our Recorder not to be able to post books. '
All this work has to be done now and also that, by the
first of July we will owe the Recorder one month's vacation.
I turned him down for the vacation this month of December;
we did not have anybody we could put in here to carry on the
work.
Also; we will have the sewer service books to put out and
the new Business Licenses to put out, so we should hire a
part'-time clerk to break in, about two days a week or
"work with the Recorder four half days. There would be
times when he would most need the party here, to get her
to know the ways,and means of collectingmoney, and so forth.
I have two applicants, two women, and they are almost
identical in experience; both have had general office work.
One has worked for National'Biscuit Company (Mrs. Twiss)-
handled payroll and so forth, worked very little here in
Tigard, a day or two whenever needed.
Mrs. Hartig, daughter of E. C. Hunziker, worked for electrical
engineers, general office work; Farmer's Insurance for five
years, Lumberman's Insurance for five years, general 'office
and secretarial work, is 39 years of age; both would have
to have brushing,up in their shorthand. Both are willing
to work for $1.25 per hour until the first of July, when
we renew our.budget.
Councilman Cooper: I move that you be given the authorization
to hire a part-time clerk and for you to pick out the person
you consider will fill the job. Motion seconded'by Council-
man Bergmann.
Mayor Woodard: I would like to hire her as of the First
of February, two days a:week.
Upon call for vote, the motion eras unanimously passed by
all Council member; present.
Mayor Woodard: I think the Recorder will let me know 3.
when he is going to take his vacation.`:
Mayor Woodard: With reference to the Rules and `Regulations,
I think it would be far better for us to take it up and
check it over in an Executive Meeting,' rather than an open
meeting.

Mayor Woodard: We have a Supplemental Ordinance, which will
be number 64-2, please read it.
Ordinancenumber 64-2 was then read in full and by title only,
being "An ordinance amending Ordinance No.` 62-1,'with respect
to Section 12 thereof, prescribing sewer connection charges.
" After some review, it was decided Ordinance 64-2 should be
`further studied and brought before Council at the meeting
of January 27, 1964.
Mayor Woodard; I would like to have the engineer give us
the cost price from the Methodist Church to the site of
Piggly,Wiggly;-the engineer stated it would cost about
$150.00 to $200.00 to develop this information; we need it
in order to give to the gpople in order to annex. We have
more of a chance of getting a fire department in here if
we can get more territory into the City of Tigard. We would
need only $6000.00/$7000.00 more to get our own fire"depart-
ment. (Council agreed to let the Mayor develop the cost,)
Cguncilman Klock stated he would like an opportunity to study
the proposed,ordinance, 64-3,- regulating the moving of
buildings and bring it up at the next meeting.
Mayor Woodard: We will now pay bills. Councilman-Treasurer
read the list of bills, totaling $165,587.12. Upon completion
Councilman-Treasurer Cooper moved the bills be paid; motion
seconded by;Councilman Klock and upon call for vote the motion
was unanimously approved by all members present.
Councilman Klock: I move we adjourn; motion seconded by
Councilman Bergmann and unanimously approved by Council.
