THOSE PRESENT Mayor Woodard, Councilmen Bergman, Cooper, Hanneman and Johnson.
Also attending were Lawrence Bissett', Washington County's Municipal Agent, and
visitors.
The meeting was opened by Mayor Woodard and turned over to Councilman Hanneman
for the purpose of discussing future planning for the City.
e, COUNCILMAN HANNEMAN; Before we get into planning, I would like to ask Lawrence
Bissett if the County has arrived at any conclusion for providing building
inspection service for,the City,
LAWRENCE BISSETT: No official action has been taken. Myself and Carl Heffley
are the only two who are familiar with your request. This matter would have
to be acted upon by the Board of Commissioners. In our opinion, the County
Inspector would not be satisfactory since he is not familiar with your proposed
Building Code.
COUNCILMAN HANNEMAN: I am not well versed on the activities of an Inspector,
but I cannot<see why one experienced as an Inspector under any Code, cannot do
the job. He is not required to check plans for conformity to the Code; only
to check the construction for conformity to the plans.
I believe we should now proceed with the main purpose of this meeting -- future
city planning,
LAWRENCE BISSETT: I came prepared for a discussion of area wide planning pro-
blems related to but not confined to.the City. 'However, if your agenda is full,
this can be postponed.

There followed Bissett's detailed talk on the future ;eater,, sewage, and street
&=highway access;problems of Washington, Multnomah, Clackamas, and Clark Counties,
as considered by the Metropolitan Planning Commission. That Commission's popu-
lation density map was used as an aid.`
Emphasis centered on the matter of a City's need to have a subdivision ordinance
and accompanying future street plan.
In conclusion and in answer to the question of how this city should approach
the problem of future planning to achieve a more orderly pattern of zoning, Law-
rence Bissett advised that this task will be performed;by the Washington County
Planning Commission who has the qualified personnel.
