City Council Packet - 10/15/1962 TIGARD CITYCOUNCILL' M11,,%TES OP MEETING OCTOBER 15 1962. Those present: Mayor Woodard, Councilmen Hanneman, Sitton, Cooper and Attorney Anderson. P"avor Woodard called the meeting to order at 8:00 P. 1,1. The main purpose of this special meeting was to acquaint interested citizens of the Provisions of the City of. Tigard Charter Proposal of 1962, to be doted upon at the time of the election to be held in the City of Tigard, Orecion, November 6, 1962. Notification of this meeting was duly published in the Tigard Times issue of October 11, 1962. mayor Woodard brought up the question of the connection fee for the Tigard Community Methodist Church and after i members of Council, Attorney Anderson and City Superintendent Janoe had expressed their views in connection with the charges, the following motion,, upon advice of Attorney Anderson, was made by Councilman Cooper and seconded by Councilman Sitton: that the connectionfee for the Methodist Church be set at $800.00 and, for future guidance, that, for any new church or addition to a church,' involving one commode the minimum charge would be '$250.00;, for. any more than one there would badditional $250.00 u�ich r e charge, maximum $50Q.Od and then, of equal qLo $2.00 per family represented on the church rolls. Unanimously'passed by Council. - Attorney Anderson expressed that the Council should recognize '- Mr. Peter.Heintz.r Mayor Woodard: Mr. Peter Heintz being the only gentleman who has appeared for the Public Hearing on the Charte-, "let_ me explain;`. this'Charter is drawn from the model charter of the League of Oregon Cities, with a very few changes. It is almost exactly as the Charter was written. (At this point Mayor Woodard advised-of the changes`made by Council in the Proposed Charter.) r Councilman Hanneman: I will make a motion that Superintendent Janoe be authorized to purchase the sign posts and materials to place the posts in position; such as creosote,;'nails,' and so forth; suggest that 40 cedar posts be purchased. Secondee by Councilman Cooper. Unanimously passed by Council. Councilman Hanneman: I would like to suggest that building permits and underground permits be prepared on the same basis as for the Plumbing ordinance; and the necessary ordinances ti.a% goes with them be prepared in each case. Mayor Woodard and the Council authorized Superintendent 'Janoe to order the telephone for the City office.= Councilman Cooper, seconded by,Councilman Sitton, moved for adjournmentd ncil adjourned at 9:20 P.
