-Mr Wallace E Johnson, owner of property fronting Johnson Street be-
tween Pacific Highway and S W Grant, requested to know what could
be done to put the ground in proper condition since the laying of
the sewer. The sewer line, according to Mr Johnson, was laid above
ground, and sincenegotiations'in process for development of the
property are being held up pending the City's completion of the
Tigard Sanitary District's agreement "to put the ground back in the
same condition as before" he feels some definite plan is necessary.
_Councilman Verharen expressed that the City has a moral responsi-
bility here, and after discussion Mayor Phillips requested Mr John-
son to provide Attorney Anderson with copy of the easement, which
was executed by the owner previous to Mr Johnson, and the problem
would be considered.
Councilman Woodard reported Charles F Tigard Grade School Board's
payment of the balance of the sewer assessment, without interest,
had been accepted. Regarding the Nalley Plant problem, the Charl-
ton'Laboratory report of analysis together with report of a 'two
week sampling and testing at Hillsboro, should be ready''£or next
Council meeting. Letters have been sent property owners Blair,
Palmer, Craven and Hunziker, advising that sewer service charges
prior: to July 1962, would be cancelled, that they may now connect
to the sewer line without assessment,' but at the regular connection
charge, service charge to commence as of July 1962, whether or not
they;have connected.
Councilman Woodard; questioned the amount of $66,900 fire insurance
coverage, which premium of $270.27 is due July 1, `1962, expressing
that it seemed there is not that amount of material that would burn. '
And since Attorney Anderson is presently studying;the boiler policy
which, it appears,` does not cover for the steam damage recently,
suffered at the plant, it was agreed the fire policy would be;given
him for study also.
Councilman Woodard turned Mrs E C Warner's letter of complaint, re-
garding sewer disconnect'charge, over to Mayor Phillips for reply.
Councilman Verharen brought up the matter of purchase of an adding
machine a^d meog aph for office use Councilman Woodard MOVED
that themimeograph costing $390.00 be purchased, and that the Clary ;
Adding Machine be purchased from Mr Propst at a cost of $160.00. A
service contract on the adding,machine also be purchased at a cost
of $26.40 for one ,year. SECOND by Councilman Verharen, ;and approved.
Councilman Verharen reported having talked with Mr Miller of Qualser
Lumber Company, learning he will rent his building on the corner of
Commercial and Main Streets for $200.00 per month; and that 500
square feet of space at the Tigard Plaza would cost $125°.00 per month.
Counc-'_man Hanneman suggested that Councilman Verharen prepare some

figures as to the rent cost per square foot for various available
office space, what equipment if any is available, and that some
publicity be given showing comparisons. Mayor Phillips stated the
Council should decide what is to be done about the lease-option on
the v�icant bank building which calls for a rental of $100.00 month-
ly. It was planned Attorney Anderson would talk with Mr Meyers of
the U S Bank, advising that decision will be made after the election
of July 9, '1962.
Harris Hansen, President of the Junior Chamber of Commerce, intro-
duced Ted Michael, Chairman of their Get-Out-the Vote Committee,
who'told of their plan for a baby-sitter service, transportation to
and fro, and a direct-mail letter to each registered voter, notify-
ing of the date and place of the election. The Council expressed
appreciation for the splendid cooperation of the Jaycees.
Councilman Hanneman reported a letter and Resolution from the State
Speed Control Board, notifying of their decision toposta 40 MPH'
speed limit, and posting of 3 stop street signs, and reouestincr a
reply by July 19, 1962. Washington County_has`agreed to cooperate
in the erecting of the 3 stop signs. However, Councilman Hanneman
expressed his opposition to the 40 MPH on Walnut Street, and the
Council concurred unanimously. It is Councilman Hanneman's opinion
that 30MPHspeed limit within the City limits would be a much safer
speed. The Council unanimously approved Councilman Hanneman's letter
so suggesting ,to the Speed Control Board.
Councilman Hanneman had requested the County's cooperation on street
paving work for 1962-63, and it was agreed to makesomesort of split
on re-paving or bringing the roads up to standard, the City to ac-
cept' the streets after one year. There are 6.1 miles of County
roads within the City, and with $10,000.00 appropriation in 3 years,
it might be;possible to keep up the county,roads within the City.
There was discussion of the 2miles of dedicated private roads with-
in the City, and McKenzie Street which is much traveled and in very
bad shape. , There was question whether the City can take McKenzie
Street and make it an improvement district.; Councilman Hanneman
suggested splitting the road fund on the basis of 2/3 to the County
program and 1/3 on private main streets, and accept them after the
.,State brings them-up to County standard. There was discussion of
approaching property owners on the streets in the;poorest condition
for contributions toward improvement. However, this proposal would
then need to be offered other property owners and it was recommended`
decision be withheld until the State is heard from. It was estimat-r
ed the cost would be 504 per running 'foot for both sides of a :street.
Councilman Hanneman felt a temporary job would not be economical,
since eventually the work will have to be done on permanent'`basis.;
Councilman Hanneman learned from Engineer Caufield' that 'the prelim-
inary.plan for a new access route to'Tigard Main Street had been
turned over to Tigard Development Corporation on June 19, 1962; and
any further information will be forthcoming from Tigard Development
Corporation.
Regarding the Eastham property,' there appears to be some'disagree-
ment among members of the County Court regarding transfer of this
property to Tigard for a;Park. , Councilman Hanneman felt_ the oppos-
ition was unwarranted, but that any action must now await the`'return
of Judge Jaross, who is pr?sently out of town. Attorney; Anderson
stated that Mr Eastham will be here about July 10, 1962,- and it is
his opinion that Mr Eastham will conform to anything we wish, since
it is his wish that the 'property be used for a park.

Councilman Hanneman brought up the need for an Ordinance regarding
uncared'for and unsightly property within the City, some in such
shape as tocreate a definite fire hazard.. in this connection
Mayor Phillips read a`letter from Hobert W Campbell, 13025 S W Grant,
regarding property on Grant Street where weeds and grass have 'grown
up to constitute a fire hazard. It was planned Attorney Anderson
would talk with Fire Chief Barngrover regarding that District's fire
ordinance,,and prepare a City ordinance if the Tualatin Rural Fire,
District Ordinance does not cover the situation.
Mayor Phillips reported talking with Mr Crawford of the Beaverton
Rural Fire District, and their written proposal for Tigard Fire pro-
tection, giving details as to cost, legal steps necessary, etc.,
should be received this week. While it is too late to accomplish
anything this year, it is hopedthat by getting,the information now,
a complete comparative study can be readied for next year. Council-
man Aitken to get the information regarding equipment and housing,' `
so that all: information will be in hand for a decision far enough
in advance to allow good planning for next year.
Councilman Woodard reported suit has beenfiledin Circuit Court by
Tigard Shopping Plaza, Inc., and MOVED that Attorney Anderson be re-
quested to represent the City of Tigard and get any necessary infor-
mation regarding the former Tigard Sanitary District from Attorney
Ed Wheelock.` SECOND by Councilman Hanneman, and approved. Attorney
Anderson briefly stated the position of the Tigard Plaza in the re-
cent Summons, and expressed his belief that our position is defensible.
Attorney Anderson expressed that the Sub-division ordinance should
be considered,by the City Engineer as to standards, and suggested it
might be-well -to hold off until the planning and zoning is establish-
ed, since it is best not to legislate unless we legislate well, and
do a thorough job.
The procedure to be followed for meetings has not yet been readied
by Attorney Anderson.
Mayor Phillips reported a request for zone change from R-7 (residen-
tial) to A-2 (apa"rtments) at 9350 and 9460;5 W Tigard between Grant
and Highway 99, wher6 apartments are anticipated on a 2 'acre plot.
This is to be ch<cked into and taken up with the applicant.
Mayor Phillips reported a meeting is ;planned this week with Washing
ton County Planning Commission to prepare a` census map, '.since it is
necessary to keep the State Board of Census advised of population

.' increase in the City. First draft of the Planning and Zoning
aiiee:should be ready for;presentation at next Council meeting.;
Mayor Phillips announced there will be a closed meeting Wednesday,
July 11, 1962, at 7:30 P.M., in the Water Board Office, at the re-
quest of Councilman Hanneman, and the next 'regular meeting of the
Council will be the third Monday, July 16,1962.

SECOND by Councilman Woodard, ,and approved.`
Councilman Verharen MOVED to adjourn,` SECOND by Councilman Aitken,
and approved.
