TIGARD CITY COUNCIL
MINUTES OF MEETING JUNE 18, -1962
Those present: Acting Mayor Verharen, Councilmen Hanneman and Woodard,
and Attorney Anderson.

Acting Mayor Verharen opened the meeting for the hearing on Petition
for,zone change submitted by Mr Aloys Schulz. There being no objections
Councilman Woodard MOVED that an ordinance be enacted granting zone
change from R-7 (residential) to A-2 (apartments) at
11530 S W Highway 217. SECOND by Councilman Hanneman, and approved.
Councilman Woodard reported that the blind corner at the entrance to
the Tigard Shopping Plaza .on Center Street has been marked as a-Stop
Street.
Regarding the parking problem at the intersection of Main and Burnham
Streets,Councilman Hanneman expressed that since the Cityrcan soon
postsignsthis matter await that time, and then the area can be posted
for parallel;parking,,which should take care of the situation.
SEA Mr George Sitton called attention to the traffic hazard at Grant and
Johnson Streets, created by the tall hedge.
Acting Mayor Verharen reported he had been unable to see .Mr Scheckla
regarding the condition of his property on Main Street; and that the
coupon-,books for the sewer billing have been ordered and would be
ready for July sewer service billing. `
Regarding copies of ordinance 62-1 and' 62-2, 'cove ring sewer connec-
tions, etc., Acting Mayor Verharen reported it would be possible for
the clerk to re-produce these on the mimeograph at 'a total cost of
$10.95 for 500 copies of each ordinance. Councilman Woodard MOVED
that the clerk prepare copies of Ordinance 62-1 and ordinance 62-2,
and that they be available to the interestedpublic at $._25 for each
copy,of ordinance. SECOND by Councilman Hanneman, and approved.
The Charlton';Laboratory report on analysis of the sample taken from
the sewer pipes under the railroad tracks is in the hands of Engineer
Carter, and his report should be forthcoming,soon.
The matter of Charles F Tigard Grade School Board's request regard-
ing payment of the balance of the sewer assessment was discussed,
there being some question as to the interest charged. Attorney'
Anderson expressed that a'City cannot assess school districts, it
would have to be under contract, and paid for in a flat sum.
Mr Kenneth Blair, a school board member, was present and he expres-
sed that it is his understanding that-the School Board is requesting

to pay the balance due without interest. Councilman Woodard to
i' check into the matter further.
Attorney Anderson stated that due to an oversight by West Coast
Telephone Company in not accepting their franchise, and since the
time for acceptance has expired, it is necessary that a mandatory
ordinance amending ordinance No. 62-9, be executed. Councilman '
Woodard MOVED that Ordinance 62-12 be executed extending the time
within which West Coast Telephone Company may notify the City of ac
ceptance of franchise rights set forth in ordinance No. 62-9.SECOND
x by Councilman Hanneman, and approved.
The matter of the defeated measuretoprovide a special levy of
$12,600.50 for;operation and maintenance of the City for the year
beginning July 1,` 1962 and ending June 30, 1963, was discussed. it
was agreed to call a meeting of the Budget Committee for 7:30 P. M.
Tuesday, June 19, 1962, to decide on how to proceed, since the budget
should be in by July 15, 1962.
Councilman Woodard MOVED that $5,000.00 of the connection fee money
be placed on 6-month time deposit with the First National Bank of
Tigard, SECOND by, Councilman Hanneman, and approved.
A letter of complaint from Mr E J Palmer, 8335.S W-Hunziker, regard-
ing the $2.00 monthly sewer service charge since January 1962, was
-read, whereupon Mr. Palmer spoke from the floor, stating that the
sewer line does not pass his property. Mr Kenneth Blair, 8365 S W
Hunziker, who received alike statement, stated that the sewer line
in that area had been installed by Irvington Machine Company, and he
<. wanted;to know what it would cost him to connect, since in his opinion,
the line is privately owned and not the property of the city. Mr Palmer,
Mr Blair and Mr C B Craven' 12490 `S W Knoll Drive, were all present and!
all interested in the same;problem, all protesting the $2.00 monthly
sewer service charge since'January 1962. This appeared to be a matter
that could only be cleared after a study of the agreement made by the
then Sanitary District with Irvington Machine Works. It was agreed
the complainants would be notified as soon as,the study could be'com-
pleted by Attorney Anderson.
Councilman Hanneman reported receiving the State Highway Code on
uniform;traffic control devices, and letter from them stgting the
Tigard directional signs had been placed on the Baldock Freeway.;
Councilman Woodard reported the recent damage at the sewer plant
caused':by steam escaping through valve cap that was loosened by
vibration during the night'. He called on Mr Dan Bertuleit to explain
why the boiler policy does not cover such damage. Mr Bertuleit"pre-
sented'letter'from .the insuring company which together with the;policy'
were given Attorney Anderson for study.
Councilman Woodard MOVED to adjourn, SECOND by Councilman Hanneman,
and approved. ;
Meeting adjourned at 9:30 P. M.
