T I G A_R'D CITY COUNCIL MINUTES OF MEETING dr4 i'2 1962 Meeting was held at the Aloha Fire Hall at 8;30 P. M. Those present: Mayor Phillips, Councilmen Aitken, Hanneman, Verharen and Woodard, and the Board of Directors of the Bdaverton Rural Fire District. The Council asked the Beaverton Rural Fire District to re-state the procedure for securigg fire protection for the City of Tigard, and the following requirements were outlined 1) Withdrawal from Tualatin Rural Fire District., 2) - Cofstract with Beaverton Rural Fire District. 3) ' Submit to the City of Tigard Voters for annexation to Beaverton Rural Fire District. 4) Submit to Beaverton Voters for acceptance of Tigard's annexation. 5) Annexation if all approved. This was not believed to be practical at this time since neither the BeavertonRural Fire District nor the City of Tigard have made budget proposals for annexation. Ater discussion it appeared it would be better for the City of Tigard to withdraw from Tualatin Rural Fire District and contract with Beaverton Rural Fire District. This brought up;the _question of how much equipment'would be available to Tigard on withdrawal from Tuala- tin Rural Fire District and what about use oftheCommunity Center - for the City of Tigard Fire Station. These questions will have to be clearedby the:Tigard City ,Council. The 'directors of Beaverton Rural Fire District stated it would be difficult to state Whht.the cost for minimum fire protection would be, but by the way of comparison Aloha's cost is '$24,000 per year for operation of one full time,man, but this does not include cost of a station or trucks, of which there are 3, l ambulance. Beaver- ton's cost is $26,000 per year, but does not imclude the station or trucks and at Beaverton there are '2 trucks. It was the opinion of the directors of Beaverton Rural Fire District' that ',T4 ard;,should have a minimum of'l full time min, 15 volunteers and one well eauipped truck, and contract for any necessary additional calls to Beaverton. The minimum fire protection cost was believed to be in excess of $14,000, and it was the general opinion that the City of Tigard may receive this much from.the present millage rate of the Tualatin Rural Fire District on withdrawal'from:that district. It was verbally agreed that Tigard City Council will proceed with a study on the following'proposal. z_Gv� Page 1 1) The City of Tigard to contract evith Beaverton Rural Fire Dis- trict for approximately 1 year until such time as annexation is feasible. 2) 1 full time man will be needed 3) Volunteers to be secured 4) Clarify the,situation regarding truck and fire station 5) Additional tgucks would be dispatched from Beaverabn when- needed at a cost of"'$75.00 pur call. 6) One fully equipped truck will be needed at Tigard. Estimated Cost: 1 full time man $5,100 volunteer Cost 2,500 Equipment Cost 2,000 Insurance 1,000 Telephone 1,000 Dispatching 1,000 BRFD Call Charges 750 Truck Maintenance 600 Emergency Fund 1,000 14,950 It was believed the above costs could be paid by some joint opera- tion with Beaverton Rural Fire District.
