and unanimously so VOTaD, it thus becoming City_ of "_'i,gard` Ordinance
No. 62-9.
The ordinance providing Council members be reimburs''ad. in `the sum of
$5.00 per meeting, not to exceeds $25.00 in any onc)nonth, was pre-
sented',by Attorney Anderson for rconsideration. COanci.lm,,n 'Woodard
MOVED that the ordinance be enacted, SECOND by Councilman Verharen
and unanimously so VOTSD, it thus becoming ri.ty of 'Ti.c•ardOrdinance
No. 62-10.
The Agreement'' designating Mate's Pharmacy as collection _gent for
sewer service fees'i.cas presented by Attorney;Anderson. Council
min Woodard MOVED for a Resolution that the Agreement be executed
by the Mayor and city clerk, the clerk to present same to the proper
person at Mote's for acceptance.': SECOND by ;Councilman Hanneman and
Resolution unanimously adopted„
Councilman Woodard reported regarding the Blevin's sewer connection,
a°ir Klock had ohject4d to the sewer line running straight because o
the'need to protect trees on his property. Engineer Carter had 'sug-
gested that the sewer line come in off°center' on an angle and tile:
grater line come in from 50th, which he approved if it met with
Council approval.. After discussion it was MOVED by Councilmac Va.. -
ha-ren that the Council accept the angle sewer connection and the
water line from the East end of '90th, to the'Bl.evins and Klock pro-
perty SECOND by Councilman Woodard and unanimously _,proved.
u Regarding properties adjacent to but not connected to the ,o_-x ',
Councilman ,,-'oodard reported that in the oriuinal Tic rd `ani ry
District there are 21 property owners not connected.' in the John

connected. There was discussion again of those prope ties -Ihich
it is not -ossible to connect, but it was agreed that the-,se where.

The letter to be sent over the clerk's signature regarding the gar-
bage disposal at the Tigard Shopping Plaza Restaurant which was in-
stalled without approval, is to be prepared by %ttornev Anderson.
Mayor Phillips requested Councilman Woodard to ascertain whether
or not the Street Lighting contract is for the fiscal or calendar
year, and whether of not. 4 more lights are available after
July 1, 1962 without charge.
Mayor Phillips read the following Motion passedby the Tigard ?later -
Board at it's March 13, 1962, meeting:
"C Nicoli MOVED, M Smith SECOND_D that Superintendent of the Tigard
Water District 'turn of£ no more water meters for non-payment of sewer
service unless some member of the Tigard City Councilor the <uperin
tendent of the Sanitary Department is along to notify the customer
that the water is being turned off. After the customer has been
notified by the City, and the City tells the Superintendent of the
Tigard'Water District to turn off the water, it will be turned off.
It was agreed that if.and when such action is necessary the above
stated procedure will be collot•ed.
Councilman Verha.ren reported letter had been sent Pierce Freight
Lines with map of the Tigard City Limits in an effort to equalize
Tigard freight rates with Hunciker Park area.; lie had learned that
any improvement in 'rates would have to come a' step at a time; that
Vancouver has the same rates as Portland and hopefully Tigard can
eventually have that too, but it takes time.
Councilman Hanneman reported a call from Commissioner. Nyb_,.j stating
that the material for the new Fanno Creek Bridge has been ordered
and the contract signed, but no definite date stated for 'the work
to commence. Reply from Mate Highway Engineer Cooper had given no
information -whatever.
Regarding Tigard Development CorJsoration, Councilman Hanneman re-
ports plans for that group and Engineer Caufield to attend Council
meeting April 2, 1962, in an effort to come to sorpe agreement about
an under the-via-duct entrance to Main Street'.
Councilman Hanneman,reports the Park & Recreation Committee is look-
ing for suitable property,' and donations, since with the money avail-
able for this project some long-range financing is necessary. How-
ever, there are still a lot of approaches to be followed :through'.

Regarding fire protection, Mayor Phillips, anticipates, a rer.ly from
Tualatin Rural Fire District by ;March 27, 1962. it ti.t:s agreed the
same proposal be sent Beaverton Rural Fire District reruesting the
same information on a contract basis and also under annexation.
Replies from both fire districts should he in }land by .'!•arch 27, 1962
and would make a comparison possible.
Mayor Phillips reported that during, the Tic:a.rd 3hoppin(2 Plash open-
ing last week his attention had been called to the shop li4'tinq dif-
ficulties the stores are having. Since the City has no police pro-
tection there is nothing the Council can do at this time. 'ttorney
Anderson expressed that the District Attorney had jurisdiction and
acitizen's:arrest could be'made and complaint filed.
`. buildinq_ permit has been issued to Stan ?.r.i..ins'for .= house at
11895 S W 95th, the fee $16.50. The Permit for the apartment on
Highway 217 is awaitinu Builder Piluso's completed financial ar-
rangements. Mayor Phillips anticipates the City's zoninq map will
be ready this week.
There :was discussion of the need for i to>e, n*orking ;apace and needed
equipment for the City and the fact that the United States National
Bank is undoubtedly awaiting some definite'decision by the City
Council regarding that building. After discussion it was MOVED by
Councilman Verharen; SECOND by Councilman Hanneman that Attorney
Anderson draw up a .Lease-option as of Play 1, 1962 for the vacant
United States National Bank building on Main Street, and present
same totheirc`•ir Meyers.
Councilman Woodard MOVED to adjourn, SECOND by Councilman Hanneman.
