MINUTES OF MEETING JANUARY 31, 1962
Those present Mayor Phillips, Councilmen Hanneman Aitken, Verharen
and Woodard.
Meeting called to order at 7:30 P. M.
Mr Ed Voget was present and stated that he believes he is overcharged
for sewer service to his building on Southwest Pacific Highway and for
the laundromat connection.. He presented the following charges for
December 1961, and requested reductions as follows:

Mr Voget stated that when the Laundromat was originally installed con-
nections were made for 25 machines under March 1, 1960 ordinance No. 17,
and it was his understanding that the $200.00 paid was sufficient for
all '25 machines, although only-16 were connected at that time Council-
man Woodard stated that since 6 of the machines were connected after en-
actment of October 20, 1960 Ordinance No. 20, that Mr Voget should be
charged for those 6 additional,machines as required by the Sanitary Board
at that time acting under Ordinance No. 20. `
No action was taken but the matter was to be referred to the City Attorney
for clarification.
Mr Chet Klock was present regarding sewer c?nst•ruction for his,Lomita
Terrace Sub-division. He stated that he proposed 'a sewer "Y" connection
between 2"lots and that this was approved by the State as sufficient.
Engineer Carter has advised Mr 'Klock that this is not according to City
of Tigard practices, nor according to standard practices, that each :lot
should have 'separate connection. Mr Klock also questions why sewer lines
should be 10 feet from the water line since this necessitates an addition-
al man-hole on Southwest 90th, and why not put the waterline on the
opposite side of the Street. Both matters to be considered at Council
meeting February 5, 1962.
Mr Vance R Lee, by letter, requested permission to pay the $300.00 sewer
connection charge ,for the Village'Beauty Salon at the rate of $50.00
monthly. Councilman Woodard MOVED for approval of this request, SECOND
by Councilman Verharen, and unanimously accepted.
Councilman Woodard read 3 letters from Mr Otto of the Tigard Shopping
j Plaza, in general-as follows: Mr Otto disclaims any responsibility for
j sharing the cost of the 'TV Scanner, stating this is up to the Beaver
`Plumbing Company. : He also disclaims 1* �` y y

sewer:service, and the $120.00 consulting engineer's fee. Although

it was stated;that the Tigard Shopping Plaza had been verbally notified
' of these charges, Council„„-,a , Sdocd-ard was to check on the accounting of
time and submit to Mr Otto. Mr Otto also stated that 0,925.00 was
'deposited on June 22, 1961, and he questions whether the full amount
was used. Councilman Woodard to investigate and submit a-billing.
There was discussion of Chamness and Morgan sewer service fees. It
was pointed out that if the;upper floor at these residences can be
connected, this should be done, but it had been found that if this
were done the entry would be through the party room, thus creating
an unsl&tly pipe in this room. Under City Ordinance the service
charge of $2.00 must be levied, though undoubtedly it is a par-
ticipating charge since no connection has been made.
It was the opinion of the Council that this matter be referred to the
City,Attorney for clarification.
