RESOLUTION NO. 11-7?&
A RESOLUTION BY THE TIGARD CITY COUNCIL EXPRESSING APPRECIATION TO CITY MANAGER
CRAIG PROSSER FOR THE OUTSTANDING THE PUBLIC SERVICE HE HAS GIVEN THE CITY SINCE
1999.
WHEREAS,Craig Prosser provided the Tigard community with exceptional service, first as Finance Director and then
as City Manager;and
WHEREAS,Craig's professionalism,unassailable ethics,innovative and strategic planning and good humor have
earned him the respect of his staff,peers and the community;and
WHEREAS,Craig has played a vital role in forecasting and managing the city's financial health by:
• Gathering 24 Oregon cities to conduct the state's first joint audit of a utility franchise,which recovered$3.2
million for consortium cities;
• Obtaining low-cost financing through the Oregon Economic&Community Development department to
construct improvements to Cook Park;
• Helping develop a Resource Cities partnership through ICMA and the US Agency for International Development
between Tigard and Washington County and the cities of Samarinda and Bahkpapan,Indonesia;
• Acquiring an upgrade to the city's bond rating from Al to AA (a two-level increase) during the worst economic
period since the Great Depression;
• Forming Tigard's first urban renewal district to revitalize the city center;
• Starting the only Commercial Crime Unit in Oregon, focused solely on the Tigard business community;
• Improving key intersections along Pacific Hwy. through assessment of a short-term local gas tax;and
WHEREAS,Craig's accomplishments will serve the long-term needs of Tigard residents in these areas:
• W later. an ownership interest in a long-term water source,partnering with Lake Oswego;
• Parks: a voter-approved$17 million general obligation bond for parks and open space;
• Land Use.an updated development code for more efficient land use; and
• Communication: a Neighborhood Network program,interactive mapping/GIS capabilities, a new
communication and design team, continued monthly Cityscape newsletters; and
• Finance: improved business processes which produced Strategic Plans for water, sewer, facilities, parks
and library for future decision makers.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The council expresses the community's appreciation and respect to Craig Prosser for 11 years of
outstanding service to the city and best wishes for an enjoyable and equally productive retirement.
SECTION 2: This resolution is effective immediately upon passage.
