A RESOLUTION ADOPTING THE PROJECT PRIORITIES LIST INCLUDED IN THE
TIGARD GREENWAY TRAIL SYSTEM MASTER PLAN
WHEREAS,the Greenway Trail System Master Plan(GTSMP)fulfills Action Measure 8.2.i of the
Comprehensive Plan, "Complete a trail system master plan to guide the development of the trail
system and facilitate progress toward its completion;" and
WHEREAS,during the period June 2010-March 2011,a combined citizens and technical committee
working with a three-firm consultant team gathered information and conducted research for the
development of the GTSMP,and
WHEREAS,in addition to the oversight of the citizen steering committee,development of the
GTSMP included several other public engagement opportunities,such as an interactive project
webpage,two open houses,and a survey questionnaire mailed to 1,500 households,along with city
webpage and Cityscape informational stories and meeting announcements;and
WHEREAS,the Project Priorities List is an outgrowth of and reflects the analysis of the GTSMP
and the needs of the greenway trail system;and
WHEREAS,the GTSMP Stakeholder Advisory Committee reviewed and approved the Project
Priorities List;and
WHEREAS,the GTSMP is intended to provide direction and set priorities for completion of the
greenway trail system;and
WHEREAS,the Park and Recreation Advisory Board reviewed the Project Priorities List on May 9,
2011,and recommended to council its adoption, subject to a follow-up study of overlooked
opportunities for greenway trails within underserved areas of the community;and
WHEREAS,Planning Commission has reviewed the Project Priorities List and recommended to
council its adoption;and
WHEREAS,Council has reviewed the GTSMP Project Priorities List;and
WHEREAS,the Project Priorities List sets realistic timelines and provides a balanced framework for
completing the greenway trail system as conceptually identified in the Park System Master Plan.
WHEREAS,the Project Priorities List will serve as the project selection document for greenway
trails projects;and
WHEREAS,projects and phases of projects will be included in the five-year Capital Improvement
Plan whenever funding is identified to finance the project or phase of project;and
WHEREAS,priorities for trails projects should be reviewed annually as part of the Capital
Improvement Planning process;and
WHEREAS,the Priority List is an important tool,along with the five-year Capital Improvement
Plan,the Park System Master Plan and the GTSMP,in providing the city with a road map for
reaching its greenway trail development goals;and
WHERAS,a copy of the Project Priorities List is attached and incorporated herein by reference as
EXHIBIT A.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The council adopts the Project Priorities List,a copy of which is
incorporated by reference (Exhibit A).
SECTION 2: This resolution is effective immediately upon passage.
