RESOLUTION NO. 10-49
A RESOLUTION ESTABLISHING A CITIZEN ADVISORY COMMITTEE (CAC) FOR THE HIGH
CAPACITY TRANSIT LAND USE STUDY AND APPOINTING THE TIGARD TRANSPORTATION
ADVISORY COMMITTEE AND TWO ADDITIONAL INDIVIDUALS TO SERVE AS THE CAC.
WHEREAS, the City of Tigard was awarded a Transportation and Growth Management (TGM) grant from the
Oregon Department of Transportation to develop a High Capacity Transit Land Use Plan;and
WHEREAS, it is the City's policy to establish special City advisory boards and committees to provide input to
the City Council,Planning Commission,and City staff;and
WHEREAS, a Citizen Advisory Committee is required to oversee the preparation of the land use plan and to
assist in the presentation of the final plan to City Council;and
WHEREAS, Council Resolution 08-47 amended the process to form and appoint members to limited duration
Citizen Advisory Committees;and
WHEREAS, the Tigard Transportation Advisory Committee is an existing body charged with advising Council
and staff on a wide range of multi-modal transportation and land use related matters; and
WHEREAS, the City of Tigard desires continuity in civic participation related to planning for SW Corridor
High Capacity Transit;and
WHEREAS, the TGM grant requires participation by representatives of recognized federal Title IV
populations.
NOW,THEREFORE,BE IT RESOLVED by the Tigard City Council that:
SECTION 1: The High Capacity Transit Land Use Citizen Advisory Committee is hereby established to
advise City Council and seek consensus solutions during the High Capacity Transit Land Use
Study process.
SECTION 2: The mission of the Citizen Advisory Committee is to:
(1) Create an environment conducive to multiple and diverse opinions and ideas;
(2) Review and Comment on draft materials prepared by City Staff,Metro,and consultants;
(3) Advise the project team on project outcomes and products;and
(4) Promote public understanding of the proposed High Capacity Transit Land Use Plan.
SECTION 3: The Citizen Advisory Committee shall:
(1) Convene at least 4 meetings;
(2) Participate in an open house and public workshop to promote public understanding
and receive meaningful public input;
(3) Consider all written and oral input received by the public;
(4) Seek to achieve general consensus on the High Capacity Transit Land Use Plan, if
consensus cannot be reached then decisions will be made by a majority vote;
(5) Assure respect and consideration of the viewpoints of others;and

(6) Recommend to Council removal and replacement of members unwilling or unable to
adhere to the protocol described above.
SECTION 4: The City's Senior Transportation Planner is assigned as staff liaison to the Citizen Advisory
Committee. Other City staff will be used to support the Committee's activities as deemed
necessary throughout the entire process.
SECTION 6: The High Capacity Land Use Citizen Advisory Committee shall sunset at the completion of
their task, which shall be immediately following final presentation of the completed Plan to
City Council.
SECTION 4: The Transportation Advisory Committee, plus Patricia Anda and Sheila. Greenlaw-Fink, are
hereby appointed as members to the High Capacity Transit Land Use Citizen Advisory
Committee.
SECTION: This resolution is effective immediately upon passage.
